Supporting the Mizoram University (Amendment) Bill, 2007 which would facilitate association of Mizoram University with the Governor of the State in his capacity as Chief Rector of the University, Member of Parliament from Inner Manipur Dr T Meinya opined in the Lok Sabha yesterday that the Central Universities which are based in the respective States of the country should have the Governor in the administration of the University.
He also drew the attention of the Ministry of Human Resource Development to look into the communication gap that sometimes emerge between the Vice-Chancellor of the Central Universities and the Visitor who is the President of India.
Citing example on Manipur University, Dr T Meinya said the interviews for filling up the posts of Registrar and Finance Officer were conducted long back but the results were still awaited.
He further underlined that such things should not happen because it has a negative impact on the administration of the University.
He requested to the Ministry to improve all the Central Universities of the North-East.
Dr Meinya also drew the attention of the HRD Ministry to look into the colleges, which are affiliated to the Central Universities, where the number of teachers are more than the number of students.
Participating at the deliberations on the Mizoram University (Amendment Bill) 2007, MP from Outer Manipur Shri Mani Charenamei said the Mizoram University should have the kind of infrastructure is providing to the best universities in the country.
He also mentioned shortage of good teachers in the North-East.
He also drew the attention of the Ministry to look into the discrimination that happened at Manipur University in the recruitment of 70 teachers � 23 Professors, 26 Readers and 21 lecturers in the last year, where there was no reservation of SC/ST for the posts of Professors and Readers.
Extending his support to the Bill, Mani Charenamei emphasized the need of the Governor of the State or a neutral authority be involved in the administration of the University and his involvement should be brought in so that justice prevails.
He further stated that in a State like Manipur, where many communities stay together and where tribal population constitute 33 per cent of the State, the role of a neutral authority was very important to ensure justice to all the people, in the interest of the University as well as in the interest of the students.
Union Minister of State in the Ministry of Human Resource Development D Purandeswari outlined the few reasons why the role of Governor was sought to be included in the functioning of the Mizoram University.
She said, "Though the Chief Rector does not have a direct role to play in the functioning of the Central university except nominating certain members to the Court of the University, he plays a very important and vital role in extending his advice to the University specially in such situations where his advice, as a very experienced person, is sought.
In such matters of crucial importance where issues are very sensitive, his advice is very important, and that is exactly why the role of the Governor is very important in the functioning of a Central University".
She further mentioned that the Departmentally-Related Standing Committee on Human Resource Development, in its Report on the Manipur University Bill, 2005, observed that the Governor should have a very important role to play in the Central universities, which were located specially in the border areas and the Governor being an important linked between the Union Government and the State Government, it was thought essential that his role be made vital and mandatory in these Universities.
Clarifying to the matters raised by Dr..TMeinya about the delay in the appointment of the First Registrar and the First Finance Officer of the Manipur University, the Union Minister gave the reason that the Manipur University forwarded only one name each to the Visitor.
Therefore, the revised proposal had been forwarded after it was sought for.
Now, the Visitor would take the decision, she added.
Later , the Bill was passed in the Lok Sabha by voice vote.
