New Delhi, August 16 2009: Chief Minister O Ibobi, Chief Secretary DS Poonia and Director General of Police Yumnam Joykumar will be attending a One day Chief Ministers' Conference on Internal Security at the Plenary Hall, Vigyan Bhavan, Delhi on August 17 .

Naxal violence, activities of Pakistan-based terror outfits and situation in Jammu and Kashmir as well as the North East will dominate the day long conference of all the Chief Ministers convened here.

Prime Minister Manmohan Singh, who will chair the meeting, will deliver the inaugural address and is likely to discuss in detail security situation in the country and measures to be adopted to maintain law and order with the Chief Ministers of all the States of the country.

The Union Home Minister, PC Chidambaram, will deliver the opening remarks and it will be followed by State wise discussions on law and order, sources from Union Home Ministry said .

A separate meeting of Chief Ministers of seven Naxal affected States will also be held later in the day to specifically discuss the situation arising out of Maoists violence.

The conference will review the information collection system � both technical and human intelligence � its proper sharing and necessary action, modernization of police forces, procurement of arms and ammunition, filling up of vacancies, besides providing training to security forces.

The conference will stress on making police recruitment process corruptionfree and will also review the outcome of the mock security drills, the States were asked to conduct on regular basis, to check preparedness of the forces.

The Conference will be closed with the concluding remarks of the Union Home Minister.

This will be the first Chief Ministers' Conference on Internal Security after the installation of the second term of the UPA Government.

The last meeting of the Chief Ministers held on January 6 this year had decided to tighten security along the 7,200 km-long coastline, increase the number of police stations, check posts and interceptor boats.

In the last meeting, the Union Home Minister pointed out two goals which the country had to achieve, first, to raise the level of preparedness to meet the increasingly sophisticated terrorists threats and second, to enhance the speed and decisiveness of the response to a terrorist threat or terrorist attack.

He highlighted the importance of organizational changes to achieve the goals.

Although, Chief Minister O Ibobi's primary agenda of the Delhi visit is the Chief Ministers' conference on internal security, Ibobi may discuss the emerging political matrix, the prevailing law and order situation as well as the people's relentless movement for his resignation with UPA Chairperson Sonia Gandhi and Prime Minister Manmohan.

Meanwhile, MPCC president Gaikhangam who left Imphal for Delhi during the highly-charged people's movement has returned back.

Though there has been vehement demand for Ibobi's resignation/replacement, it still remains a big question to pull down Ibobi as no MLA has come out openly to take the rein of Congress Legislature Party from Ibobi.

MPP president Dr Nimaichand has already thrown the ball in the court of Congress MLAs saying that replacing the Chief Minister with another MLA lies in their hands.

The party which accompanied Chief Minister O Ibobi to Delhi today included MLA Landhoni, MLA Dwijamani, Independent MLA Keba and the Chief Secretary.
