Delhi, December 14 2009: After more than a month, charge sheet of Pushpam Sinha, accused for the murder of Late Ramchanphy Hongray is yet to be submitted by the Delhi Police.

Still in custody, the defendant's bail plea was rejected by the District Judge V cum Additional Session Judge in Charge of South Delhi on December 9, 2009 .

As per information received from the close associate of the victim, the petition of the defendant's counsel was based on academic records, stating that the defendant including the police were under pressure from media to confess the crime.

That, neither there is any witness and that the incident was reported to the police only in an after thought.

It may be recalled in the recent months following the rise of crime against the North East Communities, particularly young girls, a series of discussion meeting with student representatives and community leaders from different North East States was held with concern Authorities.

A day after the student's protest demonstration against the killing of a girl from Manipur and continued harassments against people of the North East in October 30, 2009, a meeting was called by the Delhi Chief Minister along with the Police and chalked out various measures for security.

Some of which include construction of hostel, sensitization of Police stations with appointment of nodal officers - DCPs and regular police patrolling in areas where students and North East community mostly resides.

Besides this, liaison with community and student leaders and regular interactions with concern authorities and police were highlighted.

An additional helpline no 1090 called "eyes and ears" of the police was also introduced.

In November last the Ministry of Development of North Eastern RegionDoNER announced setting up of a Cell called " north east connect" in collaboration with all the Resident Commissioners of the eight states to be headed by its Joint Secretary, P.K Patnaik with a list of Dos and Donts for students.

Where all RCs of the eights Bhawan were required to collect a data base of population of their respective states in the form of a Directory.

The Ministry also suggested for an awareness programme through national television and channels about people of North East India.

Speaking to Sangai Correspondent the Resident commissioner of Manipur Bhawan, Shri Shambhu Singh said " we need contact information of people as we donot know , who and where and how many people from Manipur are in Delhi.

The directory will help in providing assistance " He further elaborated that all the North East states will work in collaboration with DoNER, adding that a public notification had been issued for providing full contact information and that a format for preparing the directory will soon be finalised and informed through the Delhi Based Manipur Information Centre to the State ( Manipur ) as well as the National media.

As member of the delegates who met the Prime Minister Dr Manmohan Singh recently, President of the Naga Student Association Delhi ( NSUD) Shri Luikang Lamak informed this correspondent that Police station sensitization have started in one or two police stations around the Delhi University with local panchayat and NGOs.

He stated his appreciation of the Prime Minister who assured his help and the Ministry of DoNER's initiative.

Though the Student President who had been knocking at different doors for justice of (L) Ramchanphy lamented " our problem is beyond police station, one need to constantly follow up in the court , where we are never given proper attention".

Still relentless the president added " I have applied for a public prosecutor of one's choice to the Lt Governor".
