With State Government deciding to recruit teachers and staff in the Department of Education (S), five social organisations of Manipur have cautioned the Government to maintain transparency while recruiting the Department employees.
Movement for Tribal People's Rights, Manipur (MTPRM), Zeliangrong Youth Front (ZYF), Tangkhul Katamnao Saklong (TKS), All Colleges Tribal Students' Organisation, Manipur (ACTSOM) and Sadar Hills Youth Union (SHYU) in a memorandum submitted to Chief Minister O Ibobi Singh today, has also reminded of the MoU signed between the State Government and MTPRM on March 10, 2003 with regard to the matter.
The five tribal organisations appreciating and expressing gratitude to the SPF Govt for the decision to recruit teachers and staffs in the Department to provide teachers in the hills and valley of Manipur also referred to the MoU clause on posting of science and arts Graduate Teachers.
The memorandum mentioned of the 2003 MoU between MTPRM and Govt which stated that the latter�s initiative for recruitment of teachers for a period of ten years is a policy to enhance non local candidates/person grab available post at the cost of tribal people.
Therefore, the policy for ten years should not be effected in the hills, it reminded.
That MoU also said that the previous Govt of Manipur has already exercised such policy while Congress Govt was at the helm during the late eighties.
It is because of the policy that the schools located in the hills district are facing shortage of teachers due to those teachers recruitment for the hills were effected transfer with posts from their respective schools.
The 2003 MoU further stated that as per the registered maintain by the employment exchanged as on Sep.
2005, there are 1, 12,074 educated unemployed youths in the hill districts of Manipur i.e.Churachandpur-45,053, Ukhrul-19,248; Senapati-32,528, Chandel-15,695, Tamenglong-13,835.Therefore proper advertisement for at least one should be extended in order to convenient the contending candidates/persons applying through their respective employment exchange as transport and communication system are totally failed.
The memorandum then mentioned the fourth point of that MoU that out of 14 (fourteen) different categories of post are being advertised in the valley for recruitment, they are Science Graduate teacher: 382 (BSc with Maths 306/ Bio Sc 76 Nos), 159 science graduate teachers, 138 arts graduate teachers, 11 Hindi graduate teachers, 5 Hindi matriculate teacher, 65 L.D.C.: posts, 4 drivers, 255 primary teachers, 5 matriculate teachers, 1 asst science supervisor, 2 laboratory assistants, 3 PET; 1 music instructor and 2 craft weaving instructor/ pottery instructors.
The memorandum then stated that regarding the hills district, exchange are advertising only science graduate teacher, Hindi matriculate teacher & drivers.
