Taking serious note of the sorry state of affairs in every sphere of the society, the proscribed KYKL and UNLF have set up three Joint Task Forces (JTFs) with the objective of taking up stringent actions in some Government Departments and sectors so that the ailing society can be saved to some extent.
The JTFs were set up in accordance with the resolution of the joint central committee level meeting of the two outfits held from May 25 to 30 this year, informed a joint statement issued by KYKL's general secretary Namoijam Oken and UNLF's general secretary Narengbam Thabal.
Joint Task Force (MH) will look into Medical and Health sector, Joint Task (HR) into Human Resource while Joint Task Force (EP) will be monitoring Economic Programme.
JTF (MH) will be headed by Lt Leisemba (KYKL) as commander and 2nd Lt Sangkheiba (UNLF) as deputy commander.
Lt Lamjingba (UNLF) will be in charge of JTF (HR) as commander and Amu (KYKL) as deputy commander.
JTF (EP) will be under the command of captain Boyai (UNLF) with Tonnao (KYKL) as deputy commander, it elaborated.
Alleging that the State Government has failed in all respects and is not in a position to discharge its duties and responsibilities in future too, the two outfits observed that other than some superficial benefits like electronic gadgets and Indian made vehicles being provided to the people there has been no initiative to ensure real welfare of people.
Generally even as an elected Government is installed in a 'colonised State,' the elected representatives are often excluded from policy making and planning process for the development of the 'colonised people,' it noted adding that the Government of India is following the same principle with respect to Manipur.
Alleging that the unique characteristics of the people of Manipur is getting blurred and becoming indistinguishable in the last 60 years, it observed that the people have been lured by the 'valueless' Indian money.
While they are neck deep in corruption, political/Government leaders have been trying to cover up their misdeeds by repeatedly saying "no development work can be taken up due to insurgents", it asserted.
The two outfits further accused the Government of India saying it is providing money to the State Government with the sole aim of subjugating insurgency without any concern for economic development of the land.
The funds thus released by the Centre are being usurped by State Govt leaders and officials in bulk, it alleged.
In addition, more than 60,000 security personnel empowered to kill any civilian at their whim and commit all kinds of excesses are being deployed in Manipur behind the cloak of democracy, it asserted.
Observing that all essential commodities including food grains are being imported from India, the two outfits observed that this grim situation has enslaved the people and rendered them totally dependent.
While the industry sector of the State which should serve as its economic backbone remains a non-starter, Manipur has become a captive market.
Moreover, the policy and process of human resource development in the State has also decelerarting.
Even as the Govt of India's national education policy permits inclusion of 30 percent 'regional content', absurd and incompatible policies of the corrupt State Government officials have literally thrown the education system of Manipur down the drain, alleged the two outfits.
Another point of concern is that sports sector which should actually provide impulse in creating a disciplined generation is getting overwhelmed by misleading influences.
Above all, health care system of the State has also become an abject failure, it alleged.
The prevailing situation demands a mass revolution, claimed the two outfits while conveying that as vanguards of the people KYKL and UNLF set up the three JTFs.
The two outfits have also set up Joint Committee, Finance (JCF) to take up financial matters that can be pursued jointly and unitedly.
The JCF will be working under co-convenors Major Deepak of KYKL and Major Ngamba of UNLF, it informed.
The public will be informed about details of duties/activities assigned to the JTFs in sequence, it conveyed while seeking people's cooperation in the 'inevitable movement of the land'.
