The Gauhati High Court yesterday issued notices returnable within 15 days in connection with the thrashing of one Ngasepam Surchandra Singh and extorting an amount of Rs 40,000 from the individual by personnel of 3rd IRB at their Yurembam Power Grid Corporation, informed Human Rights Law Network.
Justice UB Saha served the notice to the State Government through the Principal Secretary (Home), CO of the IRB Bn, DGP, SP (IW) and OC Patsoi police station based on a writ petition filed by Surchandra (32) s/o Ng Budhi Singh of Yurembam Awang Leikai.
Surchandra stated in his petition that in the evening of September 30 this year the IRB personnel without any explanation or reason struck at him while he was in conversation with some of his locals after dropping a friend from Kongpal.
Apart from being beaten severely, Surchandra was taken inside the camp, thoroughly searched and cleaned of Rs 40,000 he had borrowed from his friend on that day, the HRLN contended.
While the 32 year old was rushed to RIMS the victim�s father lodged a report to the Patsoi OC before the matter was subsequently intimated to the IRB CO, DGP and SP (IW) as the IO of Patsoi PS failed to take up any action.
As the intimations failed to evoke the desire response from the higher authorities of the security force the incident was filed before the Gauhati High Court on November 13, 2006, it added.
