Ibobi holds fort on power to the grass root CM redefines DC's duties

Imphal, June 10 2011: Rather than implementing schemes directly, Deputy Commissioners should focus more on effective coordination, supervision, monitoring and long term evaluation, stated Chief Minister Okram Ibobi.

He was speaking as chief guest at the concluding function of a two-day district level monitoring and evaluation workshop at State Academy of Training, Takyelpat today.

The workshop jointly organised by the State Academy of Training and Planning Department was attended by DCs, Executive Directors of DRDA and Chief Executive Officers of District Councils.

Ibobi stated that empowerment of Zilla Parishads and Autonomous District Councils does not necessarily mean lessening importance of the office of Deputy Commissioners.

"Deputy Commissioners represent the Government in their respective districts.

DCs are, in fact, the eyes, ears and limbs of the Government", Ibobi stated.

Claiming that the SPF Government has successfully conducted District Council elections and has set up Autonomous District Councils, the Chief Minister informed that the Government has decided to entrust local affairs in the hands of District Councils and Zilla Parishads.

The hand over of DRDA to Zilla Parishads and District Councils was aimed at giving them full authority so that they can discharge their duties and functions efficiently, Ibobi stated.

Informing that the State Government has recently set up district level monitoring committees, Ibobi said that these committees headed by respective DCs would assist in proper implementation of programmes taken up by the State and Central Governments.

Iterating that he could observe some remarkable positive changes in the functioning of the State Academy of Training, the Chief Minister talked about organising orientation and refresher programmes for officers working in different levels in addition to the present functions of training State and Central Govt officers.

In his speech, Chief Secretary DS Poonia called for effective coordination between district administration and District Council/Zilla Parishad for welfare of the people.

The Chief Minister also inaugurated a newly constructed block of the academy.

The new block was constructed by the Manipur Development Society at the cost of 2.9 crores.
