Imphal, October 30 2008: Allegations have been raised that the Survey & Settlement Officer, No.II, Lamphelpat Imphal has, without any jurisdiction, issued a Patta (Jamabandi) to an encroacher on Government Khas land without any approval from the Govt.(Revenue Dept.) or the Director of Settlement & Land Records.

Giving details, a reliable source informed The Sangai Express that the said Officer vide its order dated 16-10-08 passed in Rev Misc Case No 63-(A)/S & SOII, 2008 ordered the preparation of patta No.1871 covering CS Dag Nos 602 (pt.) and 603 (pt.) of village No.25 (A) Kabow Leikai Nongpok, Imphal EastI in the name of one H Surchandra Singh who claims to possess as 'encroacher' the said piece of Govt Khas land without following the prescribed norms and procedures as laid down in this regard (Allotment Rules).

This amounts to by-passing necessary formalities like seeking Cabinet Sub-Committee recommendation, Govt (Revenue Dept) approval, payment of premium, allotment orders, handing over taking over, delivery of possession, etc alleged the source.
