Discrepancies have been detected in the allotment of land to the unemployed youths by the Government under a special scheme during the President's Rule stint in 2000, with matter coming to light that there are Government employees among the beneficiaries apart from the fact one of them is above 60 years of age.
After investigating the matter, the State Vigilance Department has also detected that the Revenue Department had submitted false report to the then GovernorinCouncil in order to effect the allotment of the land fraudulently.
Disclosing this to The Sangai Express, a reliable source informed that the matter came to light during the course of verification in connection with allotment of a piece of land measuring 0.0632 acres CS Dag no.7117 located behind Lamphel Sanakeithel in favour of Unemployed Youth Organisation during the President's Rule in the State in 2002.Though the land had been allotted to the said organisation under a special plan/programme of the State, it has been found that the Patta of the land had been issued not only in the names of 73 different persons but four plots (410, 411, 412, 413) had been issued in favour of one Kolabati Devi who is the Extension Officer of Social Welfare Department and her children.
Moreover, although the land allotted to the organisation was meant for the welfare of unemployed youths, there is one person who is above 60 years of age among the list of the beneficiaries, the source disclosed adding that there is also a plot allotted in the name of one former Chief Engineer of the IFCD.
The source also disclosed that at the time of allotment of the land, Chief Town Planner had written to the Revenue Department specifying that the Government had planned to record details of the land, however, the staff of the Revenue Department ignored the letter deliberately and submitted false report to the then Governor-in-Council to effect the land allotment.
Taking serious note of the matter, Director of Vigilance Department has given instruction to the Revenue Commissioner for cancellation of the land allotment order immediately as well as for instituting departmental inquiry on the role played by Survey and Settlement Officer Ch Ruhinikumar, Under Secretary (Revenue) S Bhogendro and Dealing Assistant (Secretariat Revenue Section) Ibotombi in the matter that necessary actions could be taken up against them, the source informed.
Vigilance has also recommended for awarding major penalty against Extension Officer of Social Welfare Department Kolabati for having issued plots of the land in favour of herself and her children despite the fact that the land was meant for unemployed youths.
In another case, Vigilance Department has detected a fake appointee in the Fishery Department.
According to the source, one Koijam Bimol of Kongba Nandeibam is found to have been appointed as the Fish Farm Assistant on the basis of false documents.
On the other hand, the Vigilance has started investigating into the alleged withdrawal of a sum of Rs 1.45 crores meant for a one contractor for construction of roads at Nunghar, Kharasom, Poi and Chingai in Ukhrul district by some other people.
The investigation followed a complaint filed by the wife of the late special contractor identified as H Sanot alleging that the bill for the works executed by her husband during his lifetime had been withdrawal by EE of PWD (Ukhrul) from Punjab and Sind Bank on April 9, 2007 by opening a new bank account, the source added.
