The proscribed KYKL has punished former Secretary in charge of the Board of Secondary Education, Manipur, Ph Nandakumar Sharma with a bullet on the knee cap on graft charges, ranging from fake appointments, bribery cases and granting promotions by violating the laid down rules and regulations.
Significantly, Nandakumar is currently under suspension for his acts of omission and commission.
The outfit has also asked the Education Minister L Jayentakumar to clarify why he had taken Rs 50,000 as the first instalment to revoke the suspension order of the said official and written a UO letter to the Education Commissioner to do the needful.
The whole amount to be paid for the revocation of the suspension order is Rs 10 lakhs.
Parading the official before media persons somewhere in a hill district today, a spokesman of the outfit said that a Special Task Force of Operation New Kangleipak picked up Nandakumar and after interrogating him was able to establish many corruption charges against him.
In the first place, Nandakumar doctored the order which appointed him as the Secretary-in-charge and presented a copy to the then Education Commissioner RK Angousana which showed his appointment as the Secretary of BSEM.
The doctored order was issued on April 28, 2006.Nandakumar went further and promoted 30 employees of the BSEM by violating all rules and regulations of the Board.
(Names on P 3).In cahoots with the then Chairman of the Board, A Sharatkumar, Nandakumar appointed 18 employees without issuing any advertisement and by keeping the board members in the dark.
A sum of Rs 40 thousand to Rs 50 thousand were taken from those appointed, said the outfit and added that the 18 were appointed in the rank of LDCs and fourth grade employees.
(Names on page 3).The outfit further said that Nandakumar violated the norm of giving Rs 30 lakhs as advance for printing the text books of BSEM and instead gave away only Rs 20 lakhs.
The remaining Rs 10 lakhs went to his pocket through a self cheque.
The papers for printing the books procured from M/S Chandrakanta Printing Press, Guwahati while the advance payment was made at Hotel Nirmala on February 2, 2006.The number of the self cheque was given at 290896, the outfit said.
For granting the rights to design the text books cover, Nandakumar took Rs 30/50 thousand from Siroy Offset, Thoubal, M Kumar Offset, Paona bazar and JD Printing Press, Thangal bazar.
The contract for printing the text books was given for a sum ranging from Rs 10 to 15 thousand and the printing press were not recognised by the Board but were selected by Nandakumar, further charged the outfit.
Not only this, Nandakumar also took Rs 10 to 20 thousand for granting recognition to schools.
Over and above all these acts of corruption, Nandakumar paid Rs 50 thousand to the Education Minister as the first instalment to revoke his suspension order, charged the outfit and added that the Education Minister wrote a UO note to the Education Commissioner to revoke the suspension order.
The number of the UO letter is given as No.na 2/M (Edn/Seri/Trpt/07) dated 20th July, 2007.The whole amount to be paid to the Education Minister is Rs 10 lakhs.
The outfit further stated that the State Education Department has hit its nadir, with so many corruption cases, fake appointments and bribery cases.
Till date the Government has not been able to work out the number of its genuine employees and is also unable to work out a seniority list.
Shortage of teachers continue to abound and transfer and posting is effected according to how close one is to the political leadership.
Instead of pulling up the corrupt officials, the Government is providing them security cover, the outfit asserted.
For all his crimes and acts of corruption, Nandakumar will be shot on the knee cap, announced the outfit and also asked the Education Minister to clarify why he wrote the UO letter asking for the revocation of the suspension order of Nandakumar.
The money taken by Nandakumar will also be made to be paid to the Khongnangthaba Trust and the employees who got promoted through foul means during the tenure of Nandakumar should surrender to the KYKL within 10 days time to explain their stand, decreed the outfit.
