Against its huge responsibility of looking after the hygiene of Imphal town and surrounding areas, the Imphal Municipal Council has gone into total disarray with no responsible executive to monitor its activities.
In fact, many councillors fear IMC may vanish in not so distant future.
Interacting with The Sangai Express, some councillors of IMC not only accused the Chairperson of several lapses but also asserted that the precarious situation into which the IMC has fallen was largely a result of the incompetency of A Jiwanlata.
With no taxes due to the IMC coming to its coffer, the Council is facing shortage of fund even for general expenditure.
Because of the severe fund crunch, the IMC is unable to discharge even its normal activities.
The situation has come to such a passe that even the vehicle allotted to the Chairperson remain unutilised for want of fule money.
Faced with the situation of inability to pay monthly honorarium for councillors and employees coupled with the possibility of demonstrations and protest from the employees any time, funds earmarked for development works are being misused in paying salaries and honorarium, disclosed the councillors.
Even as parking fees in the area within its jurisdiction are being collected continuously, the money never reaches the IMC.
Money collected as toll tax from different places has also been misappropriated before reaching the Council�s coffer since March this year.
But it still remains a mystery how the money collected as tax is being swindled, the councillors said.
Stating that the Chairperson does not attend her office regularly and that there is no executive to monitor the employees in their work, the councillors further accused the Chairperson that she never made any consultation with the IMC committees for any work.
Moreover, posts for three chairpersons of the three standing committees are being kept vacant till date.
Blaming Jiwanlata�s misadventure and incompetence for the existing sorry state of the IMC, 10 Congress councillors have even submitted a written complaint to MPCC president Gaikhangam seeking Jiwanlata from her post.
Even as 14 Cong councillors have expressed their desire to replace the incumbent Chairperson with a new one, there has been no initiative to this effect, lamented the councillors.
Moreover, out of 27 councillors of the IMC, 16 councillors have earlier moved no confidence motion against the Chairperson.
However, the councillors were persuaded to withdraw their motion saying that the party would remove the Chairperson on its own.
But again, the MPCC leaders are still refusing to act thereby allowing the Chairperson to continue in her office which is only leading the IMC to its death throes, asserted the councillors.
