Imphal, September 09 2014: Documents furnished by a Professor at RIMS Dental College Prosthodontics are suspected to have been forged when he joined the institution on contract basis.

Moreover, he is also suspected to have taken key roles in the controversial procurement of 38 dental chairs.

Notably, the CBI is currently investigating the dental chair procurement case on the alleged charge that discrepancies and anomalies have been committed in the procurement process.

A well placed source informed that the said Professor joined RIMS Dental College on contract basis by allegedly furnishing forged documents.

RIMS authority issued an order on May 23, 2012 about his appointment as Prosthodontics Professor at RIMS Dental College.

The consolidated monthly salary of the Professor on contract basis was Rs one lakh as mentioned in the appointment order.

Although the Professor's documents were suspected to be forged, he was even elevated to the status of RIMS Dental College Principal in-charge.

The 38 dental chairs were purchased when he was the Principal-in-charge.

The appointment of the man as the dental college Professor by RIMS authority was faulty, said the source adding that his certificate of being a Professor was not genuine.

The said Professor furnished documents which claimed that he worked as a Reader at PMNM Dental College and Hospital, Bagalkot, Karnataka from April 1, 1994 to June 1, 1997 .

He was released from the private institution on June 1, 1997 before he purportedly joined RDC Kanpur as an Associate Professor.

According to service rules, it is not acceptable for an employee to join another institution the same day he/she was released from the former institution although there could be exceptions if the two situations were located very close to each other or the two institutions were run under a single group or firm.

It is impractical and not acceptable according to service rules of an employee working at Bagalkot, Karnataka to leave his work place and join another institution located at Kanpur, Uttar Pradesh on the same day.

At the shortest time, the Professor could have only joined the new institution the next day.

Reader and Associate Professor are two similar posts.

Before being promoted to the post of Reader or Associate Professor, one have worked as a Lecturer or an Assistant Professor.

One can be promoted to the post of Professor only after one has served as Reader or Associate Professor for some period.

Even though the Professor furnished an affidavit according to which his teaching career began from the post of Lecturer, he actually began his teaching career as a Senior Resident which is equivalent to Tutor or Registrar.

Such anomalies may be acceptable in some private institutions but one has to strictly adhere to the service rules when it comes to Government institutions.

At the time when the Professor was about to be appointed on contract basis at RIMS Dental College, the RIMS authority was informed about the dubiety of the documents he had furnished.

But RIMS failed to take up necessary verification measures and went ahead and appointed him.

This evoked a deep suspicion whether the then RIMS authority had some hidden motive, the source added.
