Rape victim's mother decries police inaction

Imphal, April 20 2013 : Although it has been more than three years since RK Ratanmala of Khurai Chingangbam Leikai was raped and murdered, no charge-sheet has been filed till date in connection with bestial crime.

Decrying the inaction or inordinate delay in the investigation process of police, the victim's mother hoped that the scheduled visit of UN Special Rapporteur Rashida Manjoo to Manipur would help her deceased daughter get justice.

Talking with TSE today, the mother said that she wants nothing other than fair trial and punishment of the culprits according to law.

"If the rapist and murderer is punished publicly, I would die a happy mother", she said.

Saying that she would like to know what would be done to the murderer of Ratanmala before her death, the bereaved mother expressed her strong desire for speedy and fair trial for all rape and murder cases similar to the case of her daughter.

RK Ratanmala, born on January 4, 1982 was found murdered in the most brutal manner on January 30, 2010 at a paddy field in Ningom-bam under Singjamei police station.

A few days later, one Dha-nabir, who was even confer- red awards for his successful endeavour to rear Pengba variety of fish on commercial scale surrendered to DGP Y Joykumar owning responsibility for the murder.

By that time, Dhanabir was already married having two children.

In connection with the case, FIR number 21(1) 2010 was registered at Singjamei police station under IPC Sections 302, 376 and 34 .

However, no charge-sheet has been filed and no trial conducted till date although it has been more than three years since Ratanmala was murdered.

After completing a diplo-ma course from S Kumar Acupressure Research Centre, Ratanmala joined an Acu- pressure Clinic at Haobam Marak.

Ratanmala's mother Ngan-bi said, "My heart burns every single day thinking how my young daughter was murdered in the most brutal manner.

But what can I do?" .

"The recent murder case of Satyabhama was similar to the case of my daughter.

These murderers who are already married pose as bachelors and ensnarled young unsuspecting girls only to prey upon them.

Can anybody explain why the Government and its police de-partment are unable to give befitting punishment to these murderers?", Nganbi questioned.

Saying that she has no more faith in police, Nganbi informed that murderer Dha-nabir has been purportedly released on bail.

Nganbi who is now 65/70 years old is suffering from stress and anxiety following the brutal murder of her daughter.

She does not feel safe to go to nearby Lamlong Keithel.

Preoccupied with her bur-ning desire to see the mur- derer of her daughter given befitting punishment, Nganbi cares little about her personal health.

It is her daily prayer to deliver justice to her dead daughter.

One elder sister of Ratan-mala too questioned why the police are unable to file charge-sheets even though many accused involved in rape and murder cases have been pulled up.

Ratanmala left home on Jan 29, 2010 but she did not return the night.

Family members thought that she might have eloped.

But no one came to inform about her elopement.

Later on being enquired at Ningombam, Ratanmala was found murdered at a paddy field there on January 30 .
