Though the process for computerisation of land record of all the hill districts of Manipur with funding from the Central Government was taken up from 2000, no fund had been allotted for purchasing the required computer sets.
On the other hand, the Chief Secretary has instructed the Deputy Commissioner of Chandel district to refund the amount sanctioned for the land record computerisation work as the latter had allegedly used it for procuring chairs, tables, almirahs and other furniture items.
According to a reliable source, the process for computerisation of land records in the hill districts of Manipur under Central funding was started during the Chief Ministership of Wahengbam Nipamacha in 2000.However, it has cometo light that the project proposal did not include any amount for purchasing the required computer sets, though there is provision for UPSs, thereby making a mockery of the whole process, the source added.
On the other hand, peeved with the utilisation of the fund sanctioned for the purpose other than land record computerisation, the Chief Secretary has instructed the Deputy Commissioner of Chandel district to refund the sanctioned amount.
The source disclosed that the Deputy Commissioner had used the fund for computerisation of the land records in purchasing chairs, tables, almirahs and other furniture items for the Chandel district headquarters, Moreh and Chakpikarong sub-divisions.
Over and above the instruction given for refunding the amount, the service of the Vigilance has also been roped into to investigate the matter, the source further disclosed.
