Imphal, April 11: In compliance to the recent Supreme Court decree for implementation of the Police Reforms Act the State Government has issued separate orders regarding constitution of State Security Commission, and appointment of incumbents for the State and district level 'complaint authorities'.

Informing the development to The Sangai Express a source said the State Security Commission has been established with Home Minister in-charge as the ex-officio chairman with the Opposition leader and State's Chief Secretary as members, and DGP as the Commission's ex-officio secretary.

The order also listed former Vice chancellor of Manipur University and ex-Chairman of Manipur Public service Commission Dr IS Khaidem; Principal (Retd) of Manipur College L Sadananda Singh; Lecturer (Retd) Riazuddin Chowdhury of Hafiz Hatta; former Joint Secretary to Govt of India CSS (Retd) L Sinate; and former Registrar of Gauhati High Court (Kohima Bench) Shai Raleng as Independent Members of the Commission.

for effective execution of the apex court's directive, the State Government has also constituted State Level Police Complaint Authority and appointed IAS (Retd) E Sonamani, IAS (Retd) N Luikham and IFS (Retd) Nengsong as its members.

This Commission concerns entertaining complaints against police officers not below the rank of Superintendent of Police, said the source while conveying that appointment of the panel's Chairman is being kept in abeyance as reply from the gauhati High Court is being awaited regarding recommendation of a retired Judge to hold the charge.

District level police complaints authority to record/assess grievances, if any, against police officials of Deputy superintendent of Police (DSP) rank and below has also been constituted, although for Senapati and Imphal West districts for the time being.

For the Senapati district panel former Chairman of Manipur Public service Commission IPS (Retd) N Guite, IAS (Retd) S Kunjabihari and Chief Medical Officer (Retd), Senapati Dr Kopfji have been nominated as Members while for Imphal West IPS (Retd) A Pradip, former Chairman of Board of Secondary Education Manipur PR Yangkahao and Chief Engineer (Power/Retd) Ch Tikendra Singh will be the Members.

Despite constitution of the panels, there is no provision for complaints against police officers holding the rank of Additional SP.

Terms and conditions for the nominated members are yet to be announced, added the source.
