In yet another fake appointment case, 28 persons have been allegedly appointed on the sly in total violation of the State Government's ban on appointment, which is still in effect, a reliable source informed.
The alleged fake appointments have been made in connection with the Total Literacy Campaign being launched nation-wide with the objective of making all the persons between the age group of 15 to 35 literate.
The source disclosed that to carry out the nation-wide Total Literacy Campaign being launched by the Union Ministry of Human Resource Development, the State Directorate of Adult Education had formed a State Literacy Mission with SCERT Minister Z Mangaibou as its chairman and implementation of the Mission has already been started in Manipur with formation of District Literacy Societies with respective DCs of the districts as chairman of the societies.
However, it has come to light that an Adult Education Officer of Thoubal district who is also the secretary of the Literacy Society of the District has appointed 28 persons, the source said, adding that the matter has come to the knowledge of the authority concerned.
Accordingly, member secretary of the State Literacy Mission Authority Ch Jayanta has apprised the matter to the Government through a letter, the source informed.
Stating that the Adult Education Officer in question is also very irregular in his assigned duty of implementing the literacy mission, the source further alleged that it has also resulted in delay in releasing the Central fund for the purpose.
When The Sangai Express contacted, contacted the Additional Director of Adult Education N Nilamani, he identified the accused member secretary and informed that an Assistant Director has taken charge of the work early assigned to the accused member secretary.
However, Nilamani kept mum on the matter of removing all the persons appointed on the sly.
On the pattern of funding for implementation of Literacy Campaign, it is said that in the hill districts, the Ministry would bear 4/5 of the total expenditure while the remaining will be borne by the State Govt.In the valley districts, 2/3 of the total expenditure would be provided by the Ministry and the remaining by the State Govt.
