Separate cadre for Manipur

New Delhi, December 07 2011: The northeastern states of Manipur and Tripura will soon have separate cadres for the Indian Administrative Services, Indian Police Services and Indian Forest Services.

Introducing the North-Eastern Areas (Reorganisation) Amendment Bill, 2011 in the Lok Sabha today, Union Minister of State for Home Mullappaly Ramachandran said by amending the original Act of 1971, the long pending demand of the twin states would be fulfilled.

Once the new law came into force, Tripura and Manipur would have a separate cadre of the IAS, a separate cadre of IPS and a separate cadre of IFS, he said.

Presently there is a joint cadre of these services for the two states of Manipur and Tripura.

Another Bill seeking to give Scheduled Tribe status to Inpui, Rongmei, Liangmai, Zeme, Thangal and Mate communities of Manipur and substitute Galong with Galo - the right name of the tribe - in the list of Arunachal Pradesh was also introduced in the Lok Sabha today.

The Bill to amend the original the Constitution (Scheduled Tribes) Order, 1950 was introduced by the Union Minister of Tribal Affairs V.Kishore Chandra Deo .

The amendment will meet a long standing demand for considering grant of ST status to these communities.

In the Arunachal Pradesh list, Galong community was mentioned.

The State government has been recommending for long that the name Galo be substituted in place of Galong.

"Galong is a distorted version of the original world Galo.

A change is, therefore, required in the list of ST in Arunachal Pradesh," the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2011 said.

It may be mentioned that the Union Cabinet on October 29, 2009 approved the proposal of the Ministry of Tribal Affairs to introduce a Bill in Parliament for inclusion of six communities namely Inpui, Liangmai, Rongmei, Thangal, Zeme and Mate in the list of Scheduled Tribes in the State of Manipur by amending the existing entries at S.No.8, 9 and 10 and by inserting a new entry (relating to "Mate") at S.No.34; and substitution of "Galo" in place of "Galong" at S.No.5 in the list of Scheduled Tribes in Arunachal Pradesh.

After passing of the Bill by the both Houses of the Parliament, the assent of the President of India will be obtained for notifying the changes.
