Imphal, November 05 2010: The manipur University Teachers' Association (MUTA) has sought investigation by Central Vigilance Commission (CVC) or Central Bureau of Investigation (CBI) or Income Tax Department (ITD) in the misappropriation of income tax deducted at source in the Manipur University.

This was resolved at the general body meeting of MUTA held in the Department of Mathematics with Prof M Ranjit, president of MUTA in the chair on November 4 .

The meeting discussed misappropriation of income tax deducted at source.

President of MUTA, Prof Ranjit, welcoming all the members, gave a briefing on the non-reflection of income tax deducted at source from the arrears of pay revision of the teaching and non-teaching staff of MU in the Form 16 of the financial year 2009-10, i.e.assesment year 2010-11, which Assistant Finance Officer, Ksh Basanta in his letter to the president described as "due to miscommunication between the computer centre and the staff concerned of Income Tax at Finance Section of the University" .

According to a copy of the proceedings of the meeting made available to the press, Prof Ranjit also informed the members on the correspondences made with the Finance Section of MU.

After threadbare discussion on the issue, the general body endorsed the resolution of the Executive Committee meeting held on November 3 on the investigation by an independent agency such as Central Vigilance Commission, Central Bureau of Investigation or Income Tax Department.

The meeting resolved that the matter be investigated by the Central Vigilance Commission.

While discussing miscellaneous agenda, Prof Ranjit read out a letter submitted by Prof K Yugindro Singh, Department of Physics with reference to the MU Office Order no.MU/3-159/85/FCY/748 Dated October 26, 2010 relieving him from the headship of Department of Physics.

After a threadbare discussion on the issue, the Association felt that the act of sacking the Head of a Department, who was on leave, without calling any explanation, is a violation of administrative norms.

The meeting resolved that the Vice-Chancellor be requested to revoke the order on or before November 12, 2010, failing which the Association will launch Non Co-operation Movement.

Lastly, the President brought to the notice of the members that the tenure of the present Vice-Chancellor expires on January 23, 2011 which means that the number of working days he will get is less than three months.

Therefore, the MUTA felt that the recruitment process of faculty and others should not be held in the fag-end of his tenure.

The meeting also resolved that the office of the Vice-Chancellor be requested to comply with the general feeling of the Association.

The meeting resolved that the above resolutions would be endorsed to the offices of the Visitor, PMO, HRD Ministry, Chief Rector and Chancellor for information and necessary action.
