Imphal, September 01 2009: A 67 year-old woman was allegedly raped by her son in-law (husband of her daughter).

Failure on the part of the Sugnu police station where the place of occurrence lies within, the victim woman under the initiative of the Human Rights Network lodged complaint with the DGP requesting for directing the police station concern to register a case on the incident.

As per the victim woman who talked to the media persons at the office of the Human Rights Network at Paona Bazar, the man, her son in-law was identified as Ningombam Tomba (40) son of late Ibotombi of Khongyam Makha Leikai under Sugnu police station, Thoubal.

He is the husband of daughter of the victim woman who is staying separately from him.

Narrating the incident that occurred around the last week of August, the victim woman said that her daughter who married with Tomba and having three children is currently separated unable to bear with the unhuman ill-treatment towards since August 24 last.

Her daughter with the children is staying at EEMA Swadhar Home, Keikhu.

She went to the house of Tomba on the insistent of Tomba for having consultation for bringing a settlement on the misunderstanding between him and his wife, daughter of the rape victim woman.

She was forced to stay at his home with a warning that she could stayed until and unless his wife and children are handed over to him.

After she was asked to have dinner of the night, Tomba offered her a cup of tea and allowed to sit on a mat.

After putting off the lantern, Tomba started rubbing and fondling her body by using ointment in which she agitated against his behaviour.

On that he tried to calm down him stating that at her age she needed application of such ointment, the woman told.

"Consequently he forcibly molested me and thereafter he raped me two times than and there.

I tried to defend myself.

However, I was threatened that I would be killed by putting a machete," the woman went on to say.

Not ended with this, Tomba who left for some time after raping her once again rape her again two times.

The night was spending without closing for a single moment waiting for day break.

She left the house in the evening of August 30 at about 5 pm with the help of one Ningombam Sanajaobi, the elder sister of the rapist who escorted her upto her house at Khongyam Mamang Leikai.

On the next day she went to the Primary Health Centre at Kakching Khunour with Sanajaobi where doctor told them that such case are to be dealt with medico-legal and advise her to lodge a report with the police station concern.

With another woman Khumukcham Mangoljaobi of Umathel, they went to Sugnu police station to lodge a complaint against the rapist.

But a police officer in the station told her to consult a lawyer and prepared a written report to be addressed to the OC of the police station.

She was informed to arrange some money which the police officer said for engaging the service of the police commandos to arrest the alleged rapist.

They came back without registering the complaint as she has no means to arrange the money for onward payment to the police for effecting the registration of FIR case and arrest the rapist.

Meanwhile, Meihoubam Rakesh, director of the HRI talking to reporters observed that as per provisions of section 154 CrPC, every information relating to the commission of a cognizable offence, if given orally to an office in charge of a police station, should be reduced to writing and the substance thereof shall be entered to a book to be kept by such officer which commonly known as FIR case on the basis of oral report without any justifiable reason.
