Imphal, April 15 2009: With heavy security deployment of 65 companies of Central Paramilitary Forces assisted 7263 state forces, the polling to the Outer Manipur Parliamentary (ST) Constituency which the fate of nine candidates in the fray will be witnessed tomorrow.

State election authorities at all level are all set for the smooth and peaceful conduct of the elections with fearless atmosphere.

An expected 9,09,332 electors which the women electors ((4,64,503) is more than that of their male counterpart (4,44,729) will go on polling to 1223 polling stations which the state election authority placed them into three categories for security coverage.

Out of the total 1223 polling stations, 384 are declared hypersensitive polling stations while 901 are sensitive polling stations.

The remaining 38 are normal polling stations.

Three helicopters will be in service for airlifting EVMs for at least 117 polling stations located in the interior hill districts.

State election authorities have identified 17 helipads for use on the polling day.

Out of the 17 helipads 10 (for airlifting EVMs of 67 polling stations) are in Churachandpur district, two each at Chandel (for 14 polling stations), Tamenglong (10 polling stations) and Ukhrul (18 polling stations) while one at Senapati (eight polling stations).

In every polling station identified as hypersensitive polling stations will be protected by one platoon of CPMF with four unarmed forest guard or excise constable or home guard or newly recruit under training state security personnel while five personnel from civil police/MR/IRB along three forest guard/home guard/excise constable/ recruit personnel will be detailed at the sensitive polling stations.

Only three unarmed personnel extracted from forest guard/home guard/excise personnel or recruit personnel under training have taken their post to the identified normal poling stations where they were assigned, official source said.

The state police department responsible for the security arrangement for the smooth conduct of the elections has been provided a total of 7263 security including six superintendents of police, three additional SPs, eight DSPs, 27 inspectors, 119 sub-inspectors, 78 assistant sub-inspector, 27 head constables.

Apart from a total of 1325 civil police constables, 3634 Manipur Rifles/IRB including six Cos, two Dy Cos, 19 assistant Cos, 28 subedars, 175 jemandars, 813 havildars, five nikes, six lance nike, 2303 riflemen and 287 followers are also utilizing for the smooth conduct of the polling.

A total of unarmed 1939 personnel extracted from the state home guard (673), forest guard (271), excise constable (282) and newly recruited under training personnel (413) will assist the armed security men during the conduct of the poll.

State police department has also divided the entire constituency in 20 zone in which one officer not below the rank of the inspectors of police will commands for security coverage to rush to the spot at the time of any eventuality.

17 mobile teams will conduct patrolling round the polling stations and 10 striking forces have also been formed which will detailed at 10 different locations.

A total of nine candidates are in the fray for the election in the constituency.

They are Indian National Congress (INC) candidate Thangso Baite, Bharatiya Janata Party (BJP) candidate, T Loli Adanee, Nationalist Congress Party (NCP) candidate LB Sona, Rastriya Janata Dal (RJD) candidate M Yamkhongam Haokip, Lok Jan Shakti Party (LJSP) candidate Thangkhangin Ngaihte, People's Democratic Alliance (PDA) candidate Mani Charenamei, Independent candidate Valley Rose Hungyo, Independent candidate Rose Mangshi Haokip and Independent candidate Lamlalmoi Gangte.

With only 34 voters the polling station at Doldang village of Tipaimukh sub-division is the smallest polling station among the 1223 polling stations.

The largest polling station of the constituency also located in the district, Tuibong polling station under Saikot sub-division with 1528 voters.

In Churachandpur district where there is a total of 1,72,696 (85619 male and 90077 female), a total of 247 polling stations are opening and 1235 polling personnel including reserved will conduct the poling.

A total of 254 vehicles are utilizing for the movement of polling personnel and transportation of EVMS in the district.

In Senapati district having a total of 2,43,902 (Male-1,21,360 and Female-1,22,542) polling will be witnessed in 318 polling stations.

1590 polling personnel will conduct the elections and 324 vehicles are engaging for the transportation of EVMs and movement of polling personnel.

The largest polling station in this district is at New Makhan with 1347 voters while the smallest one is at Kotlen with only 187 electors.

A total of 181 vehicles have been utilizing for the transportation purposes in Ukhrul district having164 polling stations.

The district has 1,00,995 (49294-male and 51701-female).The largest polling station of the district is located at Boi Junior High School with 1169 voters and with 191 voters, the Kachouphung polling station is the smallest one.

Chandel district having 91,406 (44,205-male and 47,201-female) has lowest polling station, 122 among the five hill districts.

200 vehicles are utilizing for the transportation of EVMs and 600 above polling personnel.

The largest polling station of the district is located at Thingkanphai and Changpol with 1083 voters each.

Two polling stations, Tengnoupla and Khongkhang with 212 equal numbers of voters are the smallest stations here.

Polling to Tamenglong district having a total of 78,126 (male-38272 and female-39854) will go on at 130 polling stations.

The district election authority is engaging 650 polling personnel and 138 vehicles for the election purposes.

The largest polling station is located at Tamenglong ward no.3 with 1483 voters and polling station at Sempat Gangte with 125 voters is the smallest one in this district.

Seven Assembly constituencies of 10 in Thoubal district included in the Outer seat and will go on poll tomorrow has a total of 1,84,720 electors.

Polling will go on at 206 poling stations here.

The district election authority is utilizing 1737 polling personnel with 145 vehicles for the poll purposes.

The largest polling stations located at Heirok with 1458 voters and the smallest one at Kakching with 194 voters.

The Jiribam sub-division having only one Assembly segments and included in the Outer Parliamentary constituency has 26644 electors.

The polling here will go on tomorrow at 36 polling stations.
