State chief Minister Okram Ibobi has reiterated that the government will implement the 6th Pay Commission's recommendations starting from this month, but the government will not be able to pay the arrears as the employees are demanding.
This assurance was given by the Chief Minister in the Manipur Assembly while participating in the discussion of motion of thanks of the Governor's address today.
Chief Minister Ibobi said, since Manipur's resource is very small, the plan size of the state cannot be huge.
For this matter only, the state government has had bitter arguments with the Planning Commission.
In the 13th Finance Commission's award, there is no money for paying arrears.Therefore, though the 6th Pay will come into effect, the government will not be in a position to pay the arrears, the Chief Minister said and appealed to the JAC of AMTUC and AMGEO to withdraw the ceasework strike in public interest.
He further said that the 6th Pay Commission's pay scales will come into effect from January 1, 2006.If arrears for the entire period between then and now have to be paid off, about Rs 2,000 crore will be needed.
If the 6th Pay Commission's pay scales are to be paid along with arrears from March, the state will come back to the stage when the treasury remained closed for two/three months at a stretch and pay the employees' salary after two/three months.
Therefore, the government must spend according to the income.
The 6th Pay scales will be paid to the pensioners too, the Chief Minister said.
