Imphal, February 26 2009: Asserting that the HSLC and HSSLC examinations which will begin on 27 and continue upto March 23 are the two most important examinations for the young students, the Joint Coordination Committee (JCC) of KYKL and UNLF has come out with a series of strictures to be followed by students, teachers, invigilators and others concerned during the two examinations.

In a joint press statement, the Co-conveners of the JCC, KYKL-UNLF, Ibochou and Lanngamba Mangang stated that the two important examinations being the deciding phases in the life of students, the JCC will ban use of unfair means in the examinations.

Stressing the need to do away with the habit of getting through the examinations by using unfair means, the JCC called upon the civil society organisations, teachers' bodies, students' organisations and the parents to discourage their wards from using unfair means.

The statement said that the Joint Task Force (HR) of the two insurgent organisations has decided to take up various measures to ensure smooth conduct of the examinations.

The JCC declared that curfew within a radius of 300 metres of all examination centres will be imposed from February 27 till March 23.It also prohibits gathering of people in these areas without any reason and supplying notes during the curfew hours.

The JCC has empowered the JTF (HR) to shoot at sight anyone who violates the curfew order.

Thabal Chongba should be restricted to only the five days of the Yaoshang festival, ie from March 11 to 15.It however, said that Thabal Chongba will be permitted on Cheiraoba day.

The JTF(HR) has been authorised to open fire at those who violate the restrictions.

The statement also made it public that the Board of Secondary Education Manipur (BSEM) and the Council of Higher Secondary Examination (COHSEM) should ensure the free and fair conduct of the examinations while adding that the Board and Council will be held responsible in case any outcome arises.

The examination OCs should bear the responsibility of ensuring calm and fair conduct of the examinations within their respective centres.

It also said that the responsibility for the prevalence of peaceful and fair atmosphere inside the examination halls should be bore by the invigilators while also adding that they must turn out students found using note and copying from their friends.

It also said that the invigilators must not resort to supply notes and helping the students.

It also said that students are not allowed to carry things/items that are not necessary during their exams inside the halls while warning the students not to pass the buck to the invigilators who caught them using notes and unfair means and turn them out.

Officials found not dispensing their assigned duties will be penalized accordingly.

The penalty will include forced retirement while students caught using unfair means will be penalized by barring from the exams for five years.

It said that students found attacking teachers for being caught red handed must be barred from appearing the examinations for five years with punishment by pumping a bullet in their leg.
