Imphal, October 09 2009: An injured IRB personnel in the July 23 shoot out incident at Khwairamband Bazar today gave his statement on the incident of that day in which a young pregnant housewife and former militant were killed and injured to five others.

In this statement before the commission inquiring into July 23 shoot out incident, Kangabam Subhachandra of Kha-Potshangbam, Bishnupur district, an IRB man posting at the state police headquarters who was among the five injured people said the firing sound he heard on that day was not the firing sound of 9 mm pistol but it seems to be firing out from long barrel guns.

The hearing of the judicial inquiry was conducted at Hotel Imphal.

Justice (retired) PG Agarwal leading the One-Man Commission presided over the hearing in which only one person appeared to give his statement.

Subhachandra said that while he was going on foot underneath the BT Fly-over, he suddenly heard the gun firing sound.

At that time a young woman with a little child was also seen going on his side.

On hearing the gun firing sounds, he lowered his body and run away from the spot to avoid the firing.

Later he came to know that he sustained injury at his right ear.

At that time, he showed the young woman going on her side fell down on the ground with her little child.

He also showed the little child crying dragging the cloth of her mother.

It appeared that the bullet which injured his ear later hit to the woman.

Later, he along with one of the injured women in the firing rushed to the RIMS Hospital on an Altro car.

He came to know the identity of the deceased woman for the newspaper, he added.

After recording the statement of the injured persons, the commission took up an application from the police department through its counsel Advocate N Surendrajit seeking 15 days time to submit affidavit to the commission.

The commission agreed to the request and agreed to give the time to police.

The commission also examined into the report of the Imphal east police which stated that family of the victim of the July 23 incident, Chungkham Sanjit declianed to receive the notice, the commission decided to issue necessary order in the matter.

As per the order of the commission passed on September 21 last, notices were sent through SPs of Imphal east and west.

However, no reports have been received.

The commission asked both the SPs to submit their explanations for their failure to submit their reports.

The commission also decided to issue summons to them to appear in person on the next date of hearing.

Imphal West District Magistrate also to asked to furnish the report of the Magisterial enquiry report into the death of Ch Sanjit and Th Rabina conducted under the Criminal Procedure Code.

The commission which the hearing was conducted after Justice (retired) PG Agarwal arrived at Imphal today also decided to ask government to appoint a counsel to assist the commission The above said reports should be received on or before October 21, the order of the commission passed today stated.

The commission has received the post mortem and medico-legal reports of the injured persons.

The next seating of the commission has been scheduled on October 27 at 10.30 am.
