The Joint Administrative Council (JAC) of All Manipur Trade Union Congress (AMTUC) and All Manipur Government Employees Organisation (AMGEO) today refused to accept the Chief Minister's statement given in the Manipur Legislative Assembly regarding implementation of 6th Pay Commission and the government's inablility to pay arrears, and offered to debate with representatives of the government on the issue at any convenient place, if the government is willing.
In a press release full of statistics, the JAC stated that the Chief Minister seemed to have been ill-informed when he said that the state government had projected Rs 22,000 cr to the 13th Finance Commission, but it had awarded only Rs 12,000 cr.
In fact, what the 13th Finance Commission has awarded is Rs 13,567.5 cr.
Out of this amount, Rs 12,923.7 cr is meant for salaries, wages and pensions of the employees including those of local bodies.
In addition to this, there is another Rs 4,120.62 cr which can be collected as revenue by the Government of Manipur for the year 2008-15.Thus, in all, a sum of Rs 17,034.32 cr will come into the purse of the government, the press release stated.
It further pointed out that Rs 15,223.20 cr will be needed to pay salary, pension and wages in the 6th Pay Commission's pay scales starting from 1.1.2006 till 2015 (for 10 years).
The JAC's press release further stated that the amounts proposed by the state government to the 13th Finance Commission related to not only the salaries, wages and pensions but also maintenance of roads and bridges, disaster relief, maintenance of buildings, maintenance of forest, maintenance of Kangla fort, etc., of which huge amounts were demanded.
What the 13th Finance Commission had said was that the Commission has no uniform normatic basis to calculate the amounts of arrears to be given for the states, among which some have paid full arrears in time, whereas some have not paid at all, and some have paid partially.
Therefore, the states concerned must decide on their own in this regard, the JAC press release stated.
