COHSEM fetes HSE toppers, subject toppers cry foul

Imphal, May 31 2013 : In view of the need to streamline the murky education system of the State, Education Minister Moirangthem Okendro has stated that a new transfer and posting policy would be introduced soon to expedite rationalization of teachers in Government schools.

Minister Okendro was speaking as Chief Guest of the 12th Annual Prize Distribution function of Council of Higher Secondary Education Manipur (COHSEM) at JN Manipuri Dance Academy here today.

The toppers of Higher Secondary Examination-2013 conducted by COHSEM were honoured with medals and cash prizes on the occasion.

Education Minister further said that the new policy would include provisions for rotational transfer and posting of teachers in both hill and valley areas.

The draft bill of the policy would be discussed in the coming Assembly session, he added.

Minister Okendro also appealed to all the MLAs and Ministers not to cause unnecessary interference in matters of transfer and posting of government teachers.

He said that the Government schools have made good progress by producing high mark scorers in Board Examination, but at the same time the Government is seriously concerned about the performance of 88 schools which had not sent up any student for the Board Examination and another 24 schools which could not produce any passed student in the HSLC Examination.

The Minister also noted that there were some instances of impersonation in the Higher Secondary Examination this year.

The intention for impersonation was to secure good marks in the examination, which is indeed an advantage in the recruitment of government teachers based on marks.

The government is looking into the loopholes of the present recruitment norms of government teachers, he said.

Furthermore, the Minister said that the State Government is working hard keeping in mind the principle of maintenance of public trust and confidence is prime importance of the Government and focusing on making Manipur a self-reliant state in the fields of tourism and education.

A delegation led by Chief Minister O Ibobi is now in Myanmar to forge good relations between Manipur and the neighbouring country towards that end.

The Government is also planning to upgrade all the schools and colleges along the Moreh border into full-fledged institutions, the Minister added.

Director of Education Department H Deleep observed that the Government schools and aided schools have performed better in the HSLC Examination this year with pass percentage of 53.3 and 62 respectively.

The Department would also form Mentoring Committees to look after the mid-day meal scheme and distribution of uniform and text-books under Sarva Shikshya Abhiyan, he stated.

Chairman of COHSEM S Geeta stated that people have raised several doubts at the introduction of Continuous and Comprehensive Evaluation (CCE) from this year's Higher Secondary Examination.

The Council would try to clear all misunderstandings and implement the CCE method efficiently, she averred.

Apart from awarded gold medals, cash prizes and citations to toppers in Arts, Science and Commerce streams, subject toppers were also feted on the occasion.

Kangjam Prashnakumar of Enlighten Knowledge Higher Secondary School, Sangakpham scored the highest marks in Arts, Keisam Tampha Ibema of Herbert School, Changagei in Science and N Kaikho of Don Bosco Higher Secondary School (Arts & Commerce), Maram in Commerce stream.

Meanwhile, some subject toppers have expressed dissatisfaction over the manner of awarding prizes for highest mark scorer.

Six students scored the same highest mark in one subject.

However, the award for subject topper was given to only one student while the remaining students were given consolation prizes.

The toppers also decried the conduct of the Council for announcing the toppers' list days after the declaration of the result.
