'Black Day' function foiled

Imphal, May 17 2011:
Police today foiled the "Black Day" observation by government employees.
Angered by the police action, the Joint Administrative Council (JAC) of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organization (AMGEO) has announced that they will protest against the police action.
The JAC was planning to observe the day to remember the arrest of 67 employees on this day in 2010, in the wake of the employees' agitation demanding implementation of the central 6th revised pay commission recommendation in toto in the state.
The 67 employees were lodged in lockups for two days.
The JAC had prepared to observe the day as "Black Day" today at THAU ground.
A number of police personnel were seen detailed from this morning in and around the THAU ground.
When employees started gathering at the ground to start the function, an additional police force rushed to the spot and dispersed the employees.
Police alleged that the JAC had not obtained permission to carry out the function at the place reminding that Section 144 of CrPC had been promulgated by an order of the Imphal West District Magistrate.
On the other hand, the JAC said the freedom of speech has been violated by the police.
Assistant secretary N Nanao, speaking to media persons, said that they were planning to observe the day in a peaceful manner.
