State chief Minister O Ibobi met the Union Home Minister, P Chidambaram today and discussed with him the law and order situaton in Manipur.
Though it is not known what transpired between the Union Home Minister and the State Chief Minister during the meeting, reports received from New Delhi indicated that the two leaders might have discussed the proposed visit of NSCN-IM supremo, Thuingaileng Muivah to Ukhrul in Manipur.
Muivah has reportedly requested the Union Government of India to allow him to visit his native place Ukhrul.
The NSCN-IM leader's visit to Ukhrul in Manipur is going to be after 40 years.
Unconfirmed reports said, the Central Government has given permission to Muivah to visit to Ukhrul in Manipur.
If his visit to Manipur is to materialise, the responsibility of his security will be of the Government of Manipur.
Today's meeting between the State Chief Minister and the Union Home Minister could have focussed on the proposed visit of Muivah and the security protection to be provided to him, reports said.
However, the state government had in the past issued warrant of arrest against Th Muivah.
Since the ceasefire between the NSCN-IM and the Government of India was not applicable in Manipur, the State Govenment has all the rights to book Muivah if and when he is found in Manipur.
Therefore, there are legal complications as to whether the state police would allow him to visit Manipur or to arrest him whenever and wherever he is found.
But as the warrant of arrest remains unchanged, the Ministry of External Affairs is likely to take up the issue with the State Government.
However, on the other hand, it is not yet known whether the Government of Manipur would give permission to the NSCN-IM's leader, to visit Manipur or not.
