Imphal, June 28 2009: The existence of Manipur Human Rights Commission completed 12 year today.

The commission celebrated the day with state health and family welfare minister, Ph Parijat as chief guest at the conference hall of the commission at Lamphelpat today.

Speaking on the occasion as chief guest, minister Parijat said stressed the need of thorough study on the human rights by the people for effective results in the projection and enjoying the rights as a human being.

As the human rights is a vast subject, thorough study to the matter is a must before alleging violation of the rights and demanding protection of it the health and family minister observed.

Further observing that dead is a natural process but torturing a man by another and cutting his living ways amount to severe violation of human rights, he said adding that cutting living way of a man is amount to severe violation of rights of the man.

If the reports of activities of the state human rights commission are made published along with the relief provided by the state government to the complainants, people will come to know the benefits of the existing the commission, Parijat said.

He also expressed his willingness to take up sou-motto cases against the violation of rights of the people and investigate into it.

There is no any commission in the state free from problems but head of the commissions are trying their best to function effectively.

If heads submitted their problems and shortage in running the commission, government will also considered, he commented.

Speaking on the occasion, member of the commission, Ng Nongyai said that the celebration of the foundation also aimed at strengthening the commission as desire by the people of the state.

The function of the commission is not only for deal with the killing and torturing of people violating his rights but also dealing the developmental works taken up in the state, he said adding that if people get the rights, they also should know the duty.

Further speaking on the occasion, Nongyai observed the need for review of the Indian constitution so as to make smaller states get equal place in the Parliament with that of bigger state.

Another member of the commission, RK Rajendro stressed the need of setting up a special cell of the commission which includes representatives of the state and central security force to check killing of men in extra-judicial manner and fake encounters.

In the celebration function, state law secretary A Sukumar, retired judges, district and session judges, chairperson of the state women commission, advocates and representatives of civil organizations also attended.
