Imphal, April 29 2009: THE STATE Cabinet today decided to abolish the Technical Promotional (TP) Cell, an engineering cell of the state Tribal Development Department which state Chief Minister, O Ibobi at many occasion blamed for not having officers which could fix for lack of quality in the working.

The cabinet meeting held this after under the chair of the chief minister, O Ibobi while taking the decision to abolish the cell also decided to withdraw the funds deposited with the cell by various department which works has not yet commence and handed over to other engineering cell.

It also resolved to instruct authority of the TP Cell and department concern to release all the funds for the works with half completion within the next two or three days so as not to create any problems while abolishing the cell.

The Cabinet took the decision based on the ground that the cell is not a register as engineering cell and not functioning with official who could fix the responsibility for any works they handled, source said.

The chief minister also strongly put that the working of the TP Cell for the Jawaharlal Nehru Institute of Medical Science is not upto the expected standard.

The cabinet meeting further approved to the delegation of powers to the director, Jawaharlal Nehru Institute of Medical Science (JNIMS), paving the way for commencement of the session of the proposed state run medical institute from the current year 2009 .

With the giving of approval, Dr Ahanthem Dwijamani, DDO and head of medical superintendent appointed will be allow to function with the power delivered on them for running the institute.

The Cabinet also resolved to establish the State Medical Council as authority for certification of students studying in the state run medical college which need to take the approval of the state Assembly.

The cabinet decided to table a bill for setting up the council in the monsoon session of the state Assembly.

Mention may be made that state government had already chalked the financial implication on emolument for one year for the establishment of the new medical college of the state government at Rs.24.60 lakhs per year as government.

With the objective to commence the session of the new medical college to be established at the present JN Hospital, Imphal from 2009-10 session has been developing the infrastructures since the last year.

Chief Minister himself had inspected the same in the hospital campus for several times.

Manipur government had already earmarked Rs 8, 20,000 in the 2008-09 state budgets for the institute and another budget provision of Rs.20,00,000 under the plan for the year 2009-10 is also proposing after duly constituted medical Sciences Society and registered it under Manipur Society Registration Act.

The Cabinet had also already agreed to the engagement of a director cum principal cum dean, three professors who are required to put into service.

Authority has also already started the process for recruitment required professors and staffs of the proposed hospital.

The work for appointment of two tutors/demonstrators each of the three disciplines, Anatomy, Physiology and Biochemistry on deputation basis has already started.

The cabinet today reviewed the progress of the implementation of the works for starting the functioning of the institute and the infrastructure development before giving approval to the delegation of power to the director of the JNIMS.
