On the basis of various cases taken up by it during 2006-07, the State Vigilance Commission has recommended to the State Government to award major penalty in 14 cases and minor penalty in 3 other cases.
Disclosing this to The Sangai Express, a reliable source informed that the recommendations of the Commission have been spelt out in its annual report for 2006-07 and out of the 14 cases for which major penalties have been recommended, five of them are related to the Education Department.
The recommendations include removal of Kh Madhubala Devi who works as a primary teacher in Wangoi Makha Leikai Primary School and not to count the first 18 years of service of Md Abdullah who works as accountant cum head clerk in the office of DI Lilong under School Education Department.
Along with the recommendation for removal of Science graduate teacher Siraj Ahamed and Matriculate teachers Vungzahau and Vungzaning from their services, the Commission has also recommended for cancelling the appointment of L Rajmohan who works as a research assistant in the Department apart from cancelling 174 fake appointment teacher/staff of the Department.
Further, the Commission has recommended to the Government to award major penalty to Deputy Secretary of Department of Personnel H Labanga after instituting a departmental inquiry against him.
Recommendations for instituting similar departmental inquiry has also been made against IAS officer LP Golmei, Director of Manipur Remote Sensing and Application Centre S Shamungou, Under Secretary (DP) Seikholet Lhangum, IFS Officer Haopu Kipgen and Deputy Secretary (Labour) Lalbanga Hangzo for taking up necessary action.
Furthermore, the Commission recommended actions to recover the amount of five months' salary of Project Officer of Fisheries Department P Brojendro from his pension benefits and conducting a departmental inquiry against Additional Director (Employment) of Labour Department PG Dimthourei for giving major penalty.
For taking up necessary action, the Commission has also recommended initiating departmental inquiries against Executive Engineers Ch Lala and M Radheshyam of IFCD Division I and IV respectively as well as against Md W Nilamani of Manipur Handloom and Handicraft Corporation and Cashier cum Accountant of Manipur Emporium, New Delhi Sakhi Devi and Panthoibi.
To the Revenue Department, the Commission recommended awarding major penalty on AS & SO Loitongbam Brajamohan and Circle Mandal Ch Jiten Sharma as well as to demolish the unauthorised constructions after proper demarcation for office building of District Co-operative Officer of Churachandpur.
To the Power Department, the Commission recommended for taking up action against Assistant Lineman Nepram Subhachandra.
The recommendation for awarding minor penalty as warning to former Chief Engineer of Power Department N Bihari, Head Clerk of Fire Services RK Bhubansana and Peon of Sericulture Dept O Nillo.
It may be noted here that MLA O Joy had complained against the alleged failure of the Government to act on the recommendations of the Vigilance Commission.
