Imphal, October 26 2008: CASH TRANSACTIONS of Ukhrul and Tamenglong government treasuries will be done through the branches of the United Bank of India, UBI located in the respective district headquarters with effect from November 10 next.

Official source said that the two concerned treasury offices have also started taken up works to close their currency chest on this day (November 10) and transfer all cash balances to the two banks.

A decision regarding the handing over of the cash transactions of the treasuries in the two districts has been taken in a high level meeting recently, the source said adding that cash transactions of treasury offices in other districts had already done through the branches of the State Bank of India, SBI or United Bank of India, UBI located in the districts headquarters.

Even though UBI has its branches in these two districts, the state government cash transactions could not be performed owing the prevailing law and order situation and lack of adequate security to protect the banks in this two districts headquarters.

Government treasuries offices in these districts are distributing the salaries of its employees directly which is totally contradict with government effort to distribute the monthly salaries of its employees through their personal accounts to prevent cutting of percentage from their salaries at source by the militant groups.

However, source said that the step has been taken up considering the arising need of converting the two non-banking treasurers of the two districts (Ukhrul and Tamenglong) into bankUkhrul and Tamenglong UBI banks to begin govt cash transactions by Nov 10 ing treasuries and as per the standing instruction from the Reserved Bank of India, RBI.

RBI had given permission to conduct the banking business of the state government in the UBI branches located in the district headquarters three years back in November 2005 .

Cash remittance for UBI, Tamenglong and Ukhrul had also already started by the bank authorities recently and the expenditure incurred for hiring helicopter which is also borne by the RBI.

Earlier, mention may be made state government hired the helicopter for cash remittance to the treasury offices in this two districts with its own cost which later refund by the Union ministry of home affairs under the security related expenditure scheme of the Union ministry of home affairs.

After the handing over of the cash transactions to the banks, the treasury offices will be linked up with UBI, Ukhrul and Tamenglong respectively, the source said.

It also added that accordingly conduct of the government business through their respective link branches by following procedures with effect from November 10, 2008 .

The heads of district offices of the two districts have also been asked to the open their DDO accounts to the said bank branches.

Apart from this all government employees serving in these two districts also instructed to open their personal bank accounts with UBI Ukhrul and Tamenglong respectively so as they can draw their salaries through banks.

State government has also asked the concerned authorities of the UBI to ensure posting of adequate staffs in both the branches of the UBI before the actual handing over date, the source said.
