House condemns killing for ransom

Imphal, July 13 2009:
The manipur Assembly today resolved to condemn all killings for ransom.
The resolution followed a calling attention motion regarding the arrest or non-arrest of S/S Major Ashang @ Aphosibo, Sgt Maj Themsung and Cpl Johny of NSCN-IM, who were also involved in the murder of Dr Kishan and his two staff, moved by Opposition Members O Joy of MPP and Radhabinod Koijam of NCP in the House today.
Replying to the motion, leader of the House O Ibobi said, it has not yet come to the notice of the government that the CBI has booked the three cadres of NSCN-IM involved in the murder.
Since the case is being investigated by an independent central agency, there will be certain matters which can not be disclosed.
The Chief Minister said, it is now confirmed after investigation that thethree staff of DRDA, who had accompanied Dr Kishan and his two colleagues, were not involved in the case.
Since the kingpin of the plot, Lt Col Hopson of NSCN-IM has been handed over to the CBI, who else were involved in the case will be found out when the enquiry is completed.
Further replying to various questions raised by Opposition Members Joy and Radhabinod Koijam, the Chief Minister Ibobi informed the House that it is known after the preliminary enquiry that Dr Kishan and his two staff were murdered for refusing to pay ransom.
From what the three staff of DRDA, who were adbucted along with Dr Kishan and his two staff, heard and saw, it is established that the three were murdered because they refused to pay money, Chief Minister informed the Members.
He also said that every citizen and Member of the House irrespective of tribe and community had strongly condmned the murder of Dr Kishan and other two government
employees.
Many of the incidents ocurring at present are related to demand for extortiion.
An AE of PWD was shot dead while he was returning from prayers along with his wife and child at Nambol.
The CDPO of Moirang was also shot dead while she was doing her duty inside her own office.
Not only these IGP (Intelligence), Thangthuwam was also shot dead in Bishnupur district.
Why should not the public and the House condemned such murders? These should be condemned, Chief Minister Ibobi asserted.
Radhabinod Koijam, on behalf of the Opposition, said all the Members of the Opposition also condemn all these kinds of killings.
The Speaker of the Assembly, Dr S Budhichandra then announced that the House resolves to condemn such killings.
Earlier, moving the calling attention motion, O Joy said, Lt Col Hopson Ningshen among other cadres of NSCN-IM who were involved in the murder of Kasom Khullen SDO and his two staff, has been arrested by the CBI.
Yet in some press releases issued by the NSCN-IM, the group had revealed that one Major and some other cadres were also involved in this case.
Therefore, have they also been arrested, have the three DRDA employees been arrested, what is the progress of the case, is it true that some unwanted elements threatened the Chief Judicial Magistrate, Ukhrul to release the arrested persons, what is the reason behind the transfer of Hopson Ningshen to New Delhi while others involved in the case are kept in Imphal, etc.
O Joy asked a barrage of questions.
Taking part in moving the motion, Radhabinod Koijam asked the leader of the House if there is a report on the confessional statement of Hopson Ningshen.
Had the statements of DRDA's staffs Ramsing Shiro, Ramthing Shinglai and Kapangphul Jojo been recorded.
DC Ukhrul was placed under suspension in connection with the murder case.
