Mass casual leave cripples Secretariat

The Manipur Secretariat Service Association, under which the mass casual leave stir was undertaken, is a joint body of around 800 Secretariat employees below the rank of MCS officers.
Maintaining that the demand for implementation of the 6th Pay Commission's recommendations in totality is justified and is a legitimate right of the employees, the Secretariat employees took mass casual leave today.
The association has already announced that this would be followed by an indefinite cease-work strike from tomorrow.
The decision of the Secretariat employees to join the JAC cease work strike was announced yesterday.
On the other hand, Chief Secretary DS Poonia issued a notification yesterday warning employees that the principle of dies non (no work, no pay) would be applied in case of employees staying away from duty without authorisation.

Consequent upon the mass casual leave taken by Secretariat employees in support of the JAC's demand for implementation of the 6th Pay Commission's recommendations in totality, both New Secretariat and Old Secretariat, which literally serve as the backbone of the State administration bore a deserted look today.
Even though, subordinate employees did not attend office, many IAS and MCS officers were seen in their offices in the morning.
But as all their staff were away on mass casual leave, the IAS and MCS officers too left their offices post lunch-break.
