FoH, Kabui Union appeal Prez Murmu to implement SIR in Manipur

In a joint memorandum, the Federation of Haomee (FoH) and Kabui Union have urged President Droupadi Murmu to implement Special Intensive Revision (SIR) exercise in Manipur before the execution of the delimitation process.
The appeal for SIR implementation was made to check the unrest and the enormous growth of illegal immigrants of "Chin-Kuki-Zo and Muslims" from neighbouring countries.
The memorandum, bearing the signatures of Sapamcha Jadumani, president, FoH and Dr K Heera Kabui, president, Kabui Union and vice-president, FoH, was submitted on January 27, 2026 .
It highlighted a few crucial points, including, the problem of infiltration of Chin-Kuki-Zo from Myanmar and Muslims from Bangladesh ipto Manipur from a certain decade, especially after 1950.Drawing attention to unchecked issuance of "fake Aadhaar cards and forgery of voter lists", it said starting the SIR exercise in Manipur is the need of the hour.
It also pointed out that the former President of India had officially extended the Inner Line Permit system to the State of Manipur on December 11, 2029, whereby regulations were enacted to safeguard the indigenous people's identity, demography, land, resources and other privileges.
It expressed belief that SIR is the only key to check and detect the inflow of illegal immigrants and fraudulently enrolled in the voter lists and Aadhaar cards.
Thus, the memo has appealed for President Murmu's intervention to implement Special Intensive Revision (SIR) exercise in Manipur in the ongoing year 2026 .
Additionally, FoH has stated that the State Government, political parties and the public of the State should also mount pressure on the Central Government for the implementation of SIR in Manipur in 2026 .
