Imphal, September 21:
Taking serious note of the suspension of Autonomous District Council elections in hill districts of Manipur since 1989, the Manipur Hill's Autonomous District Council MDCs/ex-MDCs Welfare Association has appealed to the Chief Minister to restore District Council Election in hill areas and allow the tribals to enjoy their democratic rights.
A memorandum submitted to the Chief Minister recalled that the Manipur Hill Areas Autonomous District Council comprising of six Autonomous District CouncilsUkhrul, Chandel, Churachandpur, Tamenglong, Senapati and Sadar Hills was established under North Eastern re-organisation Act 1971.However, even as the people in valley area have been enjoying three tier democratic system at grass root level all along, the election to Autonomous District Council was halted just after three consecutive terms.
It further asserted that it is imperative to hold District Council elections so as to ensure the legitimate democratic rights of the tribal people.
In another representation to the Chief Secretary, Commissioner, Hills District Council and the Chief Executive Officers of Ukhrul, Churachandpur, Chandel, Tamenglong, Senapati and Sadar Hills District Councils, the MDC/ex-MDCs Association has asked the total number of primary teachers appointed through/without requisition from employment exchanges during 2005-06 and the total number of monthly salary already released and paid.
