Issuing a worldwide appeal on the alleged extra-judicial execution of three youths by the Rapid Action force of Manipur at Kwakeithel on Ap[ril 6, the Hong Kong-based Asian Human Rights Commission (AHRC) has called upon to all the relevant authorities for taking up immediate and thorough investigation into the case so that necessary actions could be taken upo against the perpetrators of the crime.
Quoting the information provided by its local partner, Human Rights Alert, the appeal of the AHRC asserted that the three persons were shot dead by the RAF just because they failed to stop at a police check point.
The appeal also took serious note of the alleged denial of access to journalists who came to cover the crime scene by the police personnel who resorted to firing blank shots.
On the spurt in the cases of human rights violation by the security forces in Manipur, the AHRC appeal maintained Manipur is a highly militarised State in the North East part of India and the increased materialisation is being supported by draconian laws like the Armed Forces Special Powers Act, 1953 that provided complete impunity to law enforcement agencies.
Adding to the commotion, India lacks specific laws to prosecute erring law enforcement officer, the appeal noted while urging all relevant authorities to exert pressures on India Government to repeal the Armed Forces Special Powers Act, 1958 and its implementation in Manipur.
AHRC has also reportedly written to the Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions Philip Alston calling for an immediate intervention in this case.
