Cautioning that the Manipur Service (Revised Pay) 2nd Amendment 2006 issued on December 12, last would only widen rift in pay structure of police officers of the same rank between MPS and non-MPS (technical & scientific) cadres, JAC of Wireless Employees has urged that proper and impartial pay-structure be adopted to dissuade the employees from resorting to agitation.
In a statement convenor of the JAC demanded that the Manipur Service (Revised Pay) 2nd Amendment be rectified within 10 days with immediate effect failing which the employees would impose general strike.
Moreover, among other the JAC demanded that existing pay anomaly be based on the 1974 ROP, restore pay structure of CPOs, adopt MPS time scale for Police Wireless officers, ATMOs above 8 years be given MPS Grade-I scale, Joint Director be entitled to MPS (JAG) scale effective from 2002, implement pending revamp of Manipur Police Wireless organisation, vehicles be provided for all district ATMOs etc.
The Police wireless organisation and its personnel working round the clock is the nerve centre in the matter of administration and maintenance of law and order in the State, reminded the JAC referring to alleged partiality content in the said amendment.
Expressing strong resent that the recent amendment was effected inspite of a proposal submitted to the Govt (May 17, 2003) for separate cadre service for the Police wireless Officers, the JAC said ignoring the proposal even recommended by the DGP and circulating the recent order of PIC for downgradation in rank and pay scale of various posts of Police wireless is shocking and difficult to digest.
The principle of the revision of pay is to enhance the pay scale of employees to boost morale and encourage them serve efficiently which is not the case regarding employees of Manipur Police Wireless organisation, it deplored.
Illustrating on the 2nd Amendment, the JAC pointed out that post of Joint Director has been redesignated to Deputy Director with lower pay scale contrary to which the same amendment had hiked remuneration and other entitlements of MPS officers holding same designation as the police wireless incumbent.
Exposing ambiguity of the PIC amendment with particular reference to sparing the lone post of Additional SP (CMTW), the JAC urged authority concerned to take into account efficiency and tireless service rendered by the police wireless personnel, inevitability of constant upgradation of technology and professional qualification of the personnel while implementing pay revision of such perspective.
Insisting that employees of Manipur Police Wireless deserve higher pay structure in view of the organisation's highly technical nature of job and professional competence, criteria of academic qualification, stiff service conditions, round the clock vigil, maintenance of confidentiality and secrecy, the JAC suggested revision of pay be drawn from the 1974/75 ROP to strike a proper balance.
