Imphal, March 09, 2010:
State Education Minister, L Jayentakumar said, in the house of the state Assembly that government is efforting to ensure delivering rights to education to all section of children by April this year.
The minister replying to a question raise by opposition member Ng Bijoy of MPP, the minister further said that the Right of the Children to Free and Compulsory Education which was enacted as Act from August 2009 will be in force in the state at the earlier.
Government is efforting to translate into work from April next.
As translation of Act into work needs proper infrastructure, state government has been insisting the Union Human Resource Ministry to provide funds.
The minister further said that so far state has no rationalization policy for improvement infrastructures for primary and elementary schools run by the government.
Earlier, raising the question in the house, MLA Ng Bijoy observed the woeful state of conditions of the government schools.
It would not be a wise decision to do one-sided works in education as it is knowledge based sector and insisted government to make policy for improvement of conditions of government schools.
In reply to another question raised by N Mangi of CPI in the ruling bench, minor irrigation minister, N Loken said that the department has so far no provision for payment of wages of chawkidars and pump operators of the RLI scheme of the Minor Irrigation Department.
But, he added, considering the long suffering as said by the member, he will concern with the chief minister if any step could be taken up.
N Mangi while raising the question said that in the past, opportunities of appointment of land owner affected by the RLI scheme as chawkidar and pump operators were given but this has been cancelled after the scheme was taken by NABARD.
He also insisted the government to reflect funds for payment of wages of the chawkidar and pump operators.
Questions raised by MLA Doukhongmang Khongsai and Dr I Ibohanbi to be replied by the state RD and PR minister, Md Allauddin were however not given in the house today owing to poor health condition of the minister.
