Imphal, February 28 2009: Ninety percent of the drugs in India are being trafficked through Manipur from Myanmar, says an intelligence report prepared in Manipur as an agenda to be focused on the 16th Indo-Myanmar Sectoral Level Meeting.

The report of drug trafficking menaces in the country along with the mushrooming hideouts of the rebels operating in the north eastern region of the country inside the Myanmar border will be the main agenda of the meeting to be hosted by Myanmar at Yangoon which will come shortly.

The date of the sectoral level meeting which will discuss on the followed up to the 13th National Level Meeting is to be held is yet to finalize, a high level official source here said Saturday.

Since the adoption of Narcotics Drug and Psychotophys Substances Act in the year 1980 in India, security agencies initiated action from the year 1987, so far 92 kgs of herion no.4, 75 kgs of opium, 80 kgs of cophygin passed through the routes at the stretches of 376 kms long porous international border between Myanmar and Manipur, the report said.

As per the intelligence report prepared in connection with the agenda of the Indo-Myanmar sectoral level meeting, 90 percent of the drugs trafficked through India from Myanmar in four different routes and about 25 to 35 thousands people out of 24 lakhs population of Manipur are reported addict in drugs.

The routes are, Tamu (Myanmar)-Moreh-Imphal-Kohima-Dimapur, New Somtal(Manipur village at Indo-Myanmar border) -Sugnu-Churachandpur-Imphal-Kohima-Dimapur, Kheiman (Myanmar)-Behiyang-Churachandpur-Imphal-Kohima-Dimapur and Somrah (Myanmar)-Tuisang (Ukhrul district of Manipur)-Kharasom-Jessami (Nagaland)-Kohima-Dimapur.

A report of mushrooming hideouts of various rebel outfits of the north east region particularly in Manipur and using the Myanmar as routes for armed smuggling by the rebels will also tabled for consideration and chalking out to curb it by join efforts, the source said.

Arms are smuggled to the route through Thai-Myanmar border, Kalimyo, Tamu, Chin of Myanmar through Kachin, Kasom Khullen, Moreh, New Somtal, Behiang etc.

The source quoting the intelligence inputs said PLA, the armed wing of the Revolutionary Peoples' Front (RPF) is running its training centres jointly with KIA (Kachni Independent Army) at Kachin, Nukpa, Tamu, Wandgrok, Thinga, Hangshen, Deiha,Namphalong, Chamu of Myanmar.

The Manipur based UNLF outfit has its camps at Kachin, Nukpa, Wandrok, Jaolon, Hangsen, Deiha, Layang, Thoibipat (Tamu), Namphalong, Tamu, Chumu, Hanyat, Yangching, Meolitch, oongijiya and Leijik.

PREPAK has its based camps at Chamu, Nukpa, Chumba, Yonching, Namphalong, Meolith, Myontha and Oongjiya while KCP has its camps at Tamu and Namphalong.

KYKL camps in Myanmar are located at Chamu, Nukpa, Chumsa, Yonching, Tamu, Thongren, Taman and Oongjiya, it said.

NSCN(IM) capms are also located at Nukpa, Wangdrok, Hangshen, Tamu, Talon, Nokio, Kabo Valley (near Ningthi river) of the country Myanmar while NSCN(K) has its capms at Chamu, Chumsa, Hangshen.

Among the Kuki rebels, Kuki National Army (KNA) is running its camps at Homalin, Khampat, Tamu, Lichingshi, Menal, Kachin, Joyeng, Dingpi etc., the latest intelligence analysis report of the state government said.

The 13th national level meeting held recently, mention may be made here had expressed the needs of intelligence sharing among the Intelligence Bureau (IB), Subsidiary Intelligence Bureau (SIB), state intelligence, security forces and intelligence agencies of the country in dealing with the rebels activities in the insurgent infested regions of the country.
