Taking strong exception to the continued excesses of security forces in Manipur, the Centre for Organisation Research and Education (CORE) has raised serious concern over the wanton violations of human rights by security forces time and again and their treatment of human lives as commodities with little value.
A statement issued by CORE categorically mentioned of the execution of the two civilians by the troops of 32 AR on April 25 and arbitrary detention and torture of Information and Publicity secretary of AMSU Bishnupur district committee by 7 AR on April 23 in utter disregard of all Dos and Don'ts laid down by the Supreme Court and other international rights bodies.
CORE observed that security forces deployed in Manipur are quite adept in masquerading their misdeeds and extra-judicial activities including summary executions, tortures, molestations and raping of many innocent civilians, women and children since the time when Manipur was merged into Indian Union all in the name of counter-insurgency through their concocted press statements.
It remarked that the real purpose of ordering and undertaking judicial and other inquiries into all excesses of security forces is just to subdue the strong protest movements of people against their atrocities raised time and again.
Observing that the judicial inquiry constituted to probe into the rape and murder of Thangjam Manorama way back in 2004 has come to nought, it alleged that present Rajkhowa inquiry commission is just another game played to hoodwink the people of Manipur.
Disclosing that the report of the Jeevan Reddy Commission for review of Armed Forces (Special Powers) Act 1958 has been published and the Government of India ought to respect and implement all the laws entailed in many international conventions and covenants for which it is a signatory, CORE appealed to the authority concerned to identify all the guilty security personnel and hand over to the people of Manipur so as ensure commensurate and exemplary punishment according to their crimes.
