Imphal, May 08: Along with having entrusted the task of removal of garbage from Imphal city to four NGOs by dividing the city into four different zones, the State Government has decided to appoint an MCS officer to streamline the functioning of the Imphal Municipality.

Conveying this to The Sangai Express, an reliable source disclosed that the decision to appoint an MCS officer as EO on deputation in the Imphal Municipality has been taken as the Municipality has not been able to remove the garbages from the Municipal area and pay regular salary to its employees as well as to rectify the ills afflicting the smooth functioning of the Council.

In connection with appointment of an MCS officer as EO on deputation, MAHUD has also entrusted the Department of Personnel (DP) to look into as who should be appointed, the source informed.

Subsequent to the recommendation of the Council seeking approval of the Government for removing the present EO S Noren from the post on alleged ground of dereliction of duty, Chief Minister O Ibobi who is also in charge of MAHUD has given his approval, the source disclosed.

The source further disclosed that in accordance to the decision of the Imphal Municipal Council for privatisation of the task for removal of the garbages under its jurisdiction, the Council after taking a decision and inviting tenders, selected four NGOs and after dividing the Imphal Municipality area into four zones has distributed thew work among these selected NGOs.

The four NGOs are Thangmeiband Assembly Constituency Development Forum, Thangmeiband; Mihul Foundation, Nagamapal; Seven Security Force, Tera Naorem Road and Centre for Research on Environmental Development, Naoremthong Bazar.

Thangmeiband Assembly Constituency Development Forum would be looking after Zone-I which comprises of ward no 1, 2, 3, 4, 5, 27 and some parts of ward no.6 and 25.Mihul Foundation would be looking after Zone-II which comprises of ward no.21, 22, 23, 26 and some parts of ward no 25.Seven Security Force would be looking after Zone-II comprising of ward no 6, 7, 8, 9, 10, 11, 12, 13 and some parts of ward no 24 while Centre for Research and Environmental Development would look after Zone-IV comprising of ward no.14, 15, 16, 17, 18, 19, 20 and some parts of ward no 24.Having a total of 27 wards with a total population of around 2.35 people, some 40 truckful of garbages are being collected every day from Imphal Municipal area.

Each of the four selected NGOs would collect a monthly charge of Rs 100 from every household in commercial area for removing garbages daily while Rs 50 from houses in non-commercial area.

Whereas for maintenance of the garbage dumping ground, IMC would collect Rs 150 per trip from each of these NGOs.

However, cleaning up the market area and the drainage system would be the task of the Municipal Council.

Meanwhile, to enhance the efficiency of the Council and keep the Imphal city neat and clean, Secretary (MAHUD) PK Singh along with officials of Imphal Municipal Council has started inspecting the sites of the dumping grounds today along with reviewing the mechanism for removal of the garbages.

Speaking to The Sangai Express over the phone, MAHUD Secretary PK Singh said the State Government has taken up various new measures for keeping the city neat and clean.

He also appealed to all the people for co-operation and support in the efforts being made by the Government in this regard.

Another source informed that the Detailed Project Report (DPR) of the Solid Waste Management Project to be taken up by the Imphal Municipal Council has been submitted to the Ministry of Urban Development and so there is the possibility that the necessary sanctioned would be released very soon.

Soon after receiving the sanction of the Ministry, the State Government would be acquiring the required land which had already been identified for setting up the project, the source added.
