The Dhaka declaration on Tipaimukh dam adopted at the International Tipaimukh Dam conference, ITDC, 2005 held at Bangladesh capital, Dhaka from December 30 to 31 has unanimously demanded the Government of India and the international community to call an immediately moratorium on the Dam as proposed and other similar projects in the North Eastern region of India.
The declaration further demanded the Government of Bangladesh to actively and urgently make every effort to initiate a dialogue with the Government of India to inform the people's concerns about the proposed Tipaimukh dam and explore the available avenues to address these concerns appropriately and satisfactorily.
The two-day long conference which was attended by over 200 participants from Bangladesh, India and Nepal reviewed the proposed Tipaimukh Dam, a 162 metre high rock filled earthen dam to be built by NEEPCO at the confluence of Barak and Tuivai rivers near Tipaimukh in Manipur and about a hundred kilometres upstream from the nearest Amalshid border area in Sylhet of Bangladesh, with a declared aim to produce 1500 MW of electric power by 2011.The conference expressed deep concerned over the 2012 Power for All Mission of Prime Minister of India and categorically denounced that it is meant to enslave the North Eastern region of India as the 'future powerhouse of the nation'.
