Imphal, January 28 2010: A sub-inspector and a cashier of Ukhrul district police have been accused of stealing Rs 13 lakh from the strong room of the district police headquarter which was found missing five year back in September 2005, official source said Thursday.

On the night of September 8 and 9, 2005 a cash amount of Rs 13 lakh out of Rs 15.83 lakhs mean for payment of salaries, allowance and ration money of the police personnel posting in the district kept at the strong room of the SP, Ukhrul district was found steal away by breaking the locks of strong room.

Ukhrul police registered a case on the missing of the money following received of a complaint note from the head clerk, M Suisa of the SP office on the next day of missing the cash amount.

During the course of investigation eight people, all of them serving in the SP office including the cashier and a sub-inspector on duty on that very night were arrested.

As per the complaint of the head clerk, M Suisa of SP Ukhrul district, a sum of Rs 13,00000 out of Rs 15,83,000 collected by the cashier of the office, Th Robindro for payment of pays, allowance and ration money for police personnel of the district for the month of September, 2005 was stole way by breaking the three stage locks of the strong room.

After nearly five year, Ukhrul police have submitted charge-sheet against two persons out of eight alleged accused in the fund missing case to the special judge of first tract court, Manipur east with the prayer for trial against the two persons, cashier Th Robindro and SI Kapangkhul Shimrah.

The hearing for trial against the two accused persons and giving liability to the other six persons who were in jail with the two will be conducted on February 19 next.

The court has fixed February 19 for taking up the proceeding, the source said.

In the charge sheet, the source maintained, the cashier and SI had stolen the cash amount with an intention to criminal conspiracy.

The cashier kept the amount in an unguarded strong room at the instigation of one SI Kapangkhui, RO of the SP, Ukhrul.

It further alleged that on the night of September 8 and 9, 2005 the cashier Th Robindro in connivance with SI Kapangkhul Shimrah have jointly misappropriated the sum of Rs 13,00000 out of the total amount of Rs 15,83,000 and have created a fake case of theft by breaking the latch of the 1st door and locks of the second and third doors of the strong room, lock of the trunk where the amount was kept during the commission of the crime.

In connection with the case registered based on the complaint of the head clerk, Ukhrul police rounded up eight persons of the police and investigation initiated against them and submitted the charge sheet against only two persons, SI Kapangkhul Shimrah and cashier Thokchom Robinson who were in jail with the six others.
