Imphal, January 03: In an intriguing twist, the State Returning Officer of MPP has resigned from his post even as the election certificate of its new president, L Borajao remains to be issued.

SRO M Binodkumar submitted his resignation paper along with election related documents to the party general secretary, Ch Iboyaima at the party office this afternoon in presence of mediapersons.

The new twist in the election drama came amidst sharp criticisms against Binodkumar for his alleged failure to issue the relevant certificate concerning the election of L Borajao as party president.

"The issue of issuance or non issuance of the certificate is now in the hands of the party and I would not be accountable for any consequence arising out of it as I have resigned from the post of RO" said Binodkumar at a hurriedly convened press conference.

"I have tendered my resignation because I don't accept the party's strictures to hold the general conference (election of president) in a hurried manner by breaching all norms and rules laid down in the party's constitution" he added.

As per the constitution of the party, notice for such general conference should be intimated to the members at least 14 days ahead of the scheduled date, he informed.

On the allegation that he withheld the certificate, Binodkumar clarified that the certificate was not printed on the election day and on the following day, the computer operator did not turn up.

"Otherwise I would have issued the certificate to Borajao" observed Binodkumar.

He further informed that some delegates of the party have lodged a complaint to the party president, a copy of which have been served to him.

The complaint requested to declare the election as invalid as it was held against the constitution of the party.

Following the complaint, the incumbent president asked him not to issue the certificate, informed Binodkumar.

He clarified that he has no ill feelings towards any candidate and he discharged his duties under the rules and guidelines of the party's constitution.
