Fake appointments in the Education Department of the State seems to be increasing all the more with two more cases detected by the State Vigilance Department.
The Vigilance Dept has framed chargesheet against Md Zahur Ali (58) of Lilong Haoreibi Makha Leikai for forging signatures of the former Director of Education (Schools) Th Bira in 1988, disclosed a reliable source.
Not only that, Zahur Ali who is a LP School teacher forged the signature of Chief Minister O Ibobi on a DO letter when he was an MLA in 1988.Using the counterfeit documents with forged signatures of Eduction Director (S), Md Zahur issued appointment order to one Md Abdul Kalam Azad of Thoubal Moijing as a Graduate Teacher at Lanva Model High School, Churachandpur on October 5, 1988.The pay scale of the fake appointee at the time was Rs 640-1410.The treachery of Zahur Ali did not end with that.
He transferred Md Abdul Kalam to Kamuching Jr H/S, Sadar Hills in 1989 with counterfeit documents and service book, said the source.
In connection with this fake appointment, Zahur was pulled up by the Vigilance Department on July 27, 1999 and the signatures used in the official documents were sent to forensic experts to verify the authenticity of the signatures.
A close study and analysis of the signatures used in the documents including those of the then Education Director (S), Th Bira were found to be forged.
Following the confirmation made by forensic experts on Nov 14 this year that the signatures were forged by Zahur, the Vigilance Dept has framed a chargesheet against the counterfeiter Md Zahur Ali.
In another case of fake appointment in the same Department, one Ningombam Shanti Singh s/o N Nilakomol of Phougakchao Ikhai was found serving as a grade IV (chowkidar) employee at Saiton-I Primary School in 1994.Even though N Shanti was never a student of Saiton Govt High School, he used a class VIII pass certificate issued by the Headmaster of the School Soijalal H Thangjong in 1988 to get his job, the source mentioned.
Moreover, the father's name of Shanti was written as one N Shyam instead of N Nilakomol in the certificate issued by Saiton Govt H/S.It has also been discovered that N Shanti joined his service taking advantage of the Die-in-Harness scheme in the name of N Shyam who had reportedly expired.
Both N Shanti and Soijalal were pulled up by the Vigilance Department on December 28, 2002.In this case, the signature of Headmaster Soijalal signed on the class VIII pass certificate issued to N Shanti was found to be genuine during examination by forensic experts.
It is reported that the Vigilance Dept has sought prosecution sanction from the State Govt against Soijalal H Thangjong.
