Chief Minister O Ibobi Singh stated in the Assembly today that a departmental inquiry has instituted to find out the veracity of the claim that a Sub-Inspector had earlier issued a certificate declaring that Leitanthem Boy alias Premananda of Kongpal Kshetri Leikai, who was allegedly killed during an encounter with the Imphal East Police Commandos on January 30 last, was not involved in any police case.
In response to a call attention motion raised by MLA N Bihari, the Chief Minister who is also in charge of the Home, said the departmental inquiry would find out whether Boy was not an underground activist or any innocent person who had never been involved in any police case.
If Boy has been found to be innocent, then necessary action would be taken up against the SI who had issued the certificate, the Chief Minister assured.
The SI in question, who is presently posted at Tamenglong, has no authority to issue such a certificate while he was at Imphal East Police Station as he was not the officer-in-charge of the police station, the Chief Minister noted.
The Chief Minister said according to the report submitted by Havildar Th Bijen, who is attached with Imphal East Commandos, one highly explosive hand grenade, a demand letter of Rs 1,80,000 issued by KYKL in the name of a person running business at Paona Bazar and a mobile phone were recovered from the possession of slain Boy.
Raising the call attention motion, MLA Bihari asserted that a friend of slain youth identified as Keisham Boy has testified that slain Boy has been picked up by the police commandos while they were going to Kshetri Bengoon Awang Leikai in a Kinetic Honda when the commandos learnt that Leitanthem Boy was carrying Rs 85,000.So dubbing the slain youth as a underground activist only after he had been killed is condemnation, the MLA said.
