Demanding stringent action against Education Dept officials and employees involved in the fake appointment case the Democratic Students� alliance of Manipur (Desam) alleged that State Govt proposal to hand over the case to the CBI is yet another delaying tactics.
The recent fake appointment case unearthed by an underground organisation is not a new phenomenon in manipur as numerous misconducts had been rocking the State since the last many decades.
Whether it was CBI or State agencies that investigated previous scams nothing substantial could be proved till date with even the accused person/s against whom police cases were taken up, detained for some time and pulled up in the dock set free again due to lack of concrete proof, the student body claimed.
The mere mention of CBI may be bone chilling experience to guilty persons in more larger States of India, but corruption, fraudulent withdrawal and fake appointment having become an indelible feature of Manipur even accused person/s are immune to penalty, Desam observed.
Citing a particular instance of the then Bihar CM Lalu Prasad Yadav making mockery of the CBI probe into the multi-crore fodder scam, the student body stated that people of Manipur view the CBI as a department of investigation wasting large sum of Indian govt�s money but unable to frame any accused.
What is the point of assigning of roping in CBI�s service as the investigation agency had failed to pin accuse in the 1991 Food and Civil Supplies or the more recent Lungnila Elizabeth kidnap and murder, it said substantiating its claim of the State Cabinet proposal as not only a futile exercise but an attempt to shirk responsibilities.
It also demanded that all the arrested persons in connection with the fake appointment case be made public and nature of penalty to be initiated against them (accused).
The fake appointment case cannot be confined to the Education Dept alone as appointment and salary/incentive withdrawal necessitates involvement of treasury department and AG�s office, expressed Desam further desiring that conduct of AI, DI ZEO etc should also be thoroughly probed in order to find the root cause.
As there is possibility of involvement of many Depts CM O ibobi should not ignore the issue by making frequent comment of the fake appointment having taken place during tenure of previous Govts, it suggested.
The fake appointments may have been effected without knowledge of the SPF Government but salary or incentive matters continued in the present time, charged Desam while suspecting that similar misconduct might have taken place in other departments.
