KCP (P), KCP (Emoinu) cadres spill the beans

Imphal, October 17: Driving yet another nail into the coffin of the KCP (P) and KCP (Emoinu), a number of cadres of the two said outfits who have been captured by the UNLF have spilt the beans about their respective organisations.

Giving his testimonies in a statement, Khumukcham Ibungo alias Kumar alias Hero alias Apaibi of Sambram Makha Leikai said that he joined the KCP (P) in March 2003, through one Cpl Ningthoujam Prem alias Surjit of Sambram Laibung and added that he was promoted to the rank of corporal in June 2005.Detailing his activities as a cadre of the KCP (P), Ibungo said that he served a demand notice of Rs 2 lakhs to a pharmacist identified as Subhachandra at Kakching.

However he did not take the money.

He also borrowed a vehicle from one Ibomcha of Kakching Ningthou Leikai by posing as a PREPAK cadre, said Ibungo and added that he also took Rs 5000 from Wangban RBI after serving a demand notice of Rs 2 lakhs.

Ibungo further said that he took up a case of a bank at Wangjing Wangkhei and took Rs 10,000.The money was shared equally between him and Leisem.

Ibungo said that he also took up a case of polygamy at Wangjing Wangkhei on the instruction of secretary of the Forum Yaimabi and added that he took Rs 1000 from a liquor vendor at Khongjom.

He also took Rs 1 lakh from the Thoubal Bus Association after serving a demand notice of Rs 2 lakhs.

Rs 40,000 was also taken from Dr Bilashini.

The contact point of KCP (P) is Thokchom Tomba uncle of Th Nando at Khangabok Lamlong bazar.

Another contact point is Hema restaurant located in between Nongmeibung and Checkon.

At times Nando was also contacted at the jail, said Ibungo and added that the commander of Thoubal district of the outfit is one Blackmail.

The others working under Blackmail include Doren, Jila and Brojen.

KCP (P) has a total of 7 weapons, he said and added that this include four AK, three pistols and three bombs.

The arms are kept at the custody of Th Tomba, he said and added that the money extorted from the people are passed on to Nando through his uncle.

The money is used for buying arms and bailing out arrested members of the organisation.

The agenda of KCP (P) is not to fight for the cause of Manipur but to extort money from the public.

Ibungo added that he joined the KCP (P) because he believed that the outfit was a genuine revolutionary organisation.

Another cadre of the same outfit Akhom Nanao alias Basant (26) of Keirak Awang Leikai has this to say; I worked for the UNLF from 1995-96 under (L) Sgt Maj Wangthoi and (L) Sgt Maj Tomcha till 1999.After this I led a civilian life for 1/2 years.

Then in 2002 sometime in January/February I met one NK aged about 30 years from Heirok.

NK asked me to give him some people who can work for him but I could not do that.

After about 15 days NK left and I lost contact with him.

After this I met Apaiba of KCP (P) in June 2005.Then a demand of Rs 1.5 lakhs was served on a pharmacist at Kakching identified as Subhachandra.

After this Apaiba left.

Then in August this year I met one Chaoba from Kakching who worked under one Parihanba.

I also started working for Parihanba.

I then met a cadre called Thouna at Khongjom bazar who was working under Parihanba.

I was instructed to collect money from Kakching area and was given Rs 500.The demand letters I served included Rs 1 lakh to Dr Ibomcha of Kakching Kamala Pareng, Rs 1 lakh to Ibopishak a transporter, Rs 1 lakh to Yendrembam Taboppi (a pan dukan owner), Rs 1 lakh to Manglemjao of Kakching Panji Leikai and Rs 1 lakh to Surchand, a kerosene oil dealer of Wairin Ningthou Leikai.

The money however could not be collected as the ban imposed by UNLF was announced soon after.

A 9 mm gun is in the possession of Mangal alias James.

The gun is mostly kept at the residence of Chaoba at Kakching and the meeting point is Chaoba's residence of Khongjom bazar.

The main agenda of KCP (P) is extorting money from the public.

Yengkokpam Amu alias Rajen (24) of Khekman Wangma Taba Makha Leikai, has this to say about the KCP (Emoinu).

I started getting in touch with one Md Rafi (26) of the KCP (Emoinu) from July this year.

Rafi is from Thoubal Keibung Wangma Taba Makha.

On August 28 I went to Sugnu to buy arms from a dealer.

Before this we bought 4 country made 9 mm pistols from a person at Sugnu bazar.

The price of the pistol was Rs 8000 for two pistols while another pistol cost Rs 18,000.The third was bought for Rs 12,000.Rs 20,000 was paid in cash for two guns while a CBZ motor cycle was given in exchange for the other two.

After this a demand letter of Rs 1 lakh was served on one Md Latif Haji of Lilong Heibong Makhong.

Another Rs 1 lakh demand was also served on Md Nowabali of Paobitek.

Rs 3000 was taken as advance from Nowabali while August 25 was set as the date to collect the balance.

However the money was not taken.

On September 15 a meeting was held wherein I was made Thoubal district commander.

On assuming charge as Thoubal district commander we started recruitment drives.

My main activities included extorting money, buying arms and recruiting cadres.

Two leaders of KCP (Emoinu) are closely linked with a prominent police commando.

Our weapons include two AK-56 (One is with Md Islauddin and another with Loya), two 9 mm pistol and another 2 arms.

The arms of KCP (Emoinu) are procured from a Meitei and a Kuki from Sugnu.

The money extorted are given to the leader of KCP (Emoinu) and the money is used for buying arms.

Two Muslim cadres work as the local collector of the organisation.

I admit that I joined the KCP (P) for my own personal interest.
