Imphal, July 29 2010: While passing the appropriation bill no.3 related with a budget provision of Rs 5,965.92 cr, Opposition members stressed the need for efficient service of the employees of the secretariat, the main artery of the state administration.

Giving his observation to the bills moved by Chief Minister O Ibobi in the House, MPP MLA O Joy observed that most of the 19 departments of the state government could not utilize even 20 % of the budget allocations to the respective departments.

Only Rs 84.05 crore of the 19 departments has been deposited with the state accounts�No.8449.Only two or three departments utilized above 20 % of the annual budget.

Even though the budget allocation could not be utilized, the departments are furnishing supplement demand for grant in the House.

Such practice has blackened the financial management of the government, he went to lament.

A huge amount of fund as misappropriating, he alleged asking ministers to discharge their duty as minister and avoid misused of funds by the minister.

Stopped minister avoiding meeting with MLAs who approached for and misplacing work order files, he said criticizing that files submitted to the secretariat were frequently missing.

If the departments are not performed well, development could not be brought about in the state, he said stressing the need for proper utilization of funds by each department for development to bring about.

Sharing his observation in the House, opposition leader, Radhabinod Koijam asserted that the budget allocation was passed by the House by consuming time.

Considering this, departments need to utilize the funds with strict financial discipline keeping in mind welfare of the people.

"Let effort jointly for giving a meaningful live to the people.

Let try for increasing the state income to reduce the deficit budget of Rs 4.64 crore.

Let Quality be controlled in every works taken up," Radhabinod calls for.

Other opposition members, Dr Ng Bijoy, RK Anand also took part in the discussion.

After the Chief Minister categorically clarified on the observations made by the members, the House passed the appropriation bill no.3, 2010 at voice vote.
