Imphal, November 13: Showing no signs of giving up their oust Ibobi campaign, the dissident MLAs who are presently camping at Delhi have played up the 10 pc nickname to get across their allegations that corruption has become synonymous with the Chief Minister.

In a statement emailed from Delhi, the spokesman of the dissident MLAs, Y Surchandra, MLA from Kakching AC today said that the degree of corruption has reached its zenith under the leadership of Ibobi.

Whether it pertains to matters of appointment, promotions, award of contract and supply works, transfers and posting of employees, etc, corruption is the key word, alleged the dissident MLAs.

"Discrimination, nepotism, partiality and favouritism are well known under the him who is popularly known as Ten Percent Ibobi," charged the rebel Congress MLAs.

Pointing out other alleged flaws in the functioning of the Chief Minister, the statement said that he is in charge of more than 10 portfolios including key departments like Home, Finance, MAHUD, Planning, Art and Culture, General Administration Department etc.

The Chief Minister is also the C hairman of Rural Health Mission and Loktak Development Authority for which the Planning Department has approved Rs 400 crore, said the statement and added that there is no other Chief Minister who holds as much portfolio as him in the entire country.

Alleging that funds are misutilised and siphoned off, the spokesman alleged that funds meant for particular programmes are often diverted at the Chief Minister's whims causing delays in submission of Utilisation Certificates to Centre.

The delay in submitting the Utilisation Certificates means that projects are cancelled and delayed, claimed the spokesman who also alleged that most of the contract works are garnered by his near and dear ones in the name of others.

Citing examples, the spokesman said that 80 percent of the personnel selected in the 5th and 6th Indian Reserved Battalion, are from Thoubal district which has ten Assembly Constituencies.

Going further, the spokesman alleged that during the more than five years rule of Ibobi as the Chief Minister, more than 1000 fake appointments were effected in different Depts.

"His silence simply indicates his involvement and weakness," alleged Surchandra.

On the recent appointment of 40 nurses under the Rural Health Mission, Surchandra alleged that out of the total 40, 19 are from CM's A/C and 7from his wife's A/C.This works out to more than 50 percent of the nurses selected.

The spokesman further said, "In the DPC for selection of nurses, it is reported that no subject expert was there as member." Moreover, about 7000 Anganwadi workers were appointed in Sep/Oct this year without holding a DPC, alleged the dissident MLAs, adding that this tantamount to ignoring merit.

The appointment of Supervisors in the Social Welfare Dept was done without the service of the MPSC, alleged the statement, questioning what the future holds for Manipur under these circumstances.
